Action Requested: Approve an Engineering Services Agreement (ESA) with Garver, LLC. for the Shady Lane and Lonesome Dove Lift Stations Improvements in an amount not to exceed $310,000. Background Information: The purpose of this project is to make utility improvements to the Shady Lane and Lonesome Dove Lift Stations in accordance with America’s Water Infrastructure Act and recommended in the 2018 Risk and Resilience Assessment. In accordance with America’s Water Infrastructure Act (AWIA), Freese and Nichols, Inc. completed a Risk and Resiliency Assessment of the Lonesome Dove and Shady Lane Lift Stations in 2021. The AWIA reporting required a review of loss of power from external threats, both manmade and natural hazards. One of the most significant threats identified to the Lonesome Dove and Shady Lane Lift Stations is the loss of power utilities. Both lift stations serve as the two largest lift stations in Southlake, and their continued operation is critical for the City to maintain service to approximately 2,000 customers. In addition, assessment and upgrades of the Lonesome Dove Lift Station are overdue. The Lonesome Dove Lift Station is almost 25 years old with original equipment. Shady Lane Lift Station is the same age (1998) but underwent an assessment and overhaul in 2017. Given the facility's age, performing a condition assessment of the Lonesome Dove Lift Station, especially the electrical and mechanical components, will provide the City with an actionable plan to ensure continued operations, reduce the risk of future failure, and confirm regulatory compliance. An existing project is replacing the regular pumps at each site on a three-year cycle. However, there are no permanent backup pumps and generators at each location. Item 4F Page 2 of 2 This ESA includes design, bidding, and construction support services for improvements to the Shady Lane and Lonesome Dove Lift Stations. Improvements will include adding emergency pumps with backup generators to the existing lift stations, minor electrical improvements, and a Lonesome Dove lift station condition assessment. Staff is requesting authorization for a total of $310,000, which includes a $30,100 contingency for any additional services that may be needed due to unforeseen conditions. Financial Considerations: Funding for the agreement is budgeted as part of the approved FY 2022 Capital Improvement Program. This award is within the project budget.
