SOUTHLAKE LIBRARY BOARD ABSENT: Tracy Patton STAFF PRESENT: Cynthia Pfledderer, Deputy Director of Library Services and City Secretary, Amy Shelley OTHERS PRESENT: 1. CALL TO ORDER Will Doby called the meeting to order at 6:31 p.m. 2. CONSENT A. APPROVE MINUTES FROM THE REGULAR SOUTHLAKE LIBRARY BOARD MEETING HELD FEBRUARY 22, 2023 APPROVED A motion was made to approve the minutes from the February 22, 2023, Southlake Library Board meeting. DISCUSSION A. 2024 Board Manual Updates City Secretary Shelley gave an update regarding changes to the Library Board and Commission Manual. The initiatives that were identified include: • Improve the knowledge and experience of board members. • Create clear requirements and expectations. • Develop a consistent training and orientation format for all boards and commissions. • Standardize expected board behavior. City Secretary Shelley further discussed appointment terms, attendance, quorums requirements, conflicts of interest and concluded by stating that the board's role is to support the City Council in its efforts to achieve desired results. B. Product Review (Aspen Discovery) City Librarian Pfledderer gave a demonstration regarding a new catalog discovery system called Aspen Discovery. After first highlighting the current Polaris system for the Southlake Library, online demonstrations were provided of Aspen Discovery in both the Euless Public Library as well as the McKinney Public Library, including the option of a children's catalog. In summary, City Librarian Pfledderer stated that converting to a new ILS involves 6-8 months of planning as well as the upfront costs and maintenance fees associated with a new cataloging system. Finally, Library Manager Jennifer Tucker will be attending an ILS conference to get a better understanding of future products and systems that best fits the library's needs. C. Annual Report Review City Librarian Pfledderer announced that all the requirements have been met for the Library Annual Report for Accreditation and Chairman Doby has signed the accreditation application. Some of the core highlights included: • The total operating expenditures for 2022 were $944,815 (less capital expenditures), Federal and State grants totaled $25,700 and local donations from the community totaled $7,976. • Library Capital Expenditures (including lockers for Champions Club) totaled $22,840 and the total local government contribution was $911,139. • Total physical items in the collection is 40,652, eBooks/Audiobooks owned is 2,992, with a total circulation of 400,066 items. • There were 94,573 visits to the library, 15,769 new registered patrons with 445 different programs offered and 37,622 attendees. LIBRARIAN'S REPORT City Librarian Pfledderer gave a performance update for February 2023. Total circulation was 36,752, an increase of 2% from February 2022. Programming saw a 5% increase from February 2022, in part due an increase in adult programming. Library traffic increased by 9%, while there was a 24% decrease in digital users. CloudLibrary, World Book, print circulation and adult programming had the strongest performances for the month. 5. CARILLON PARC STEERING COMMITTEE UPDATE Chairman Doby gave an update on the Steering Committee and referred to Mayor Huffman's recent announcement which stated the city was not moving forward with a new library at Carillon Parc. Chairman Doby further stated at this point, there is no additional information to share regarding the plans for the new library. 6. LIBRARY FOUNDATION NEWS Vice-chairman Burr gave an update on several "wish list" items that were going to be funded for the library and indicated the foundation was in the process of prioritizing these items and would share the results at the next board meeting. 7. NEW BUSINESS Board member Hinkle gave an update on the DRA levels and the partnership with CISD. A meeting was held with Youth Librarian Stacy Wells, Board member Hinkle and CISD regarding the upcoming summer reading program and discussed ways to help prevent kids from regressing over the summer. Board member Hinkle indicated that CISD would assist with the resources to help navigate DRA online. 8. PUBLIC FORUM The public forum opened at 7:46 p.m. asking anyone wishing to speak to come forward. Southlake resident Colleen Golestan inquired about having to login to search in the catalog. City Librarian Pfledderer clarified that it was not necessary for patrons to login to search the library catalog. ADJOURNMENT The next meeting will be scheduled for April 26, 2023.
