CITY COUNCIL PRESENT: Mayor John Huffman, Mayor Pro Tem Randy Williamson, Deputy
Mayor Pro Tem Shawn McCaskill, and Councilmembers Kathy Talley, Randy Robbins, Ronell

WORK SESSION:
1. CALL TO ORDER
Work Session was called to order by Mayor John Huffman at 5:30 p.m.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of allegiance
to the United States and Texas Flags.
3. SOUTHLAKE BUSINESS SPOTLIGHT: KUNG FU TEA, 2175 E. SOUTHLAKE
BLVD., SUITE 130
Economic Development Specialist Stephanie Bernard introduced a video showcasing the
Southlake Business Spotlight for Kung Fu Tea, located at 2175 E. Southlake Blvd.
4. HONORS & RECOGNITION: PROCLAMATION FOR THE LEUKEMIA AND
LYMPHOMA AWARENESS PROJECT
Mayor Huffman introduced the Southlake Foundation members present and read a
proclamation recognizing their project.

Human Resources Senior Director Stacey Black presented the volunteer service awards to
volunteers with exceptional service hours from April 1, 2022, to March 31, 2023.
6. SOUTHLAKE KIDS INTERESTED IN LEADERSHIP PRESENTATION
Management Assistant Bora Sulollari, joined by Southlake Kids Interested in Leadership
members, highlighted their group activities and accomplishments over the last year.
7. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN
AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION.
Mayor Huffman reviewed the items on the consent agenda.
REGULAR SESSION: Immediately following the work session
1. CALL TO ORDER
Regular Session was called to order by Mayor Huffman at 6:12 p.m.
2A. EXECUTIVE SESSION
Mayor Huffman announced the City Council would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation
with city attorney; Section 551.072 deliberation regarding real property; Section 551.074
deliberation regarding personnel matters; Section 551.076 deliberation regarding security
devices. City Council adjourned for Executive Session at 6:15 p.m. Executive Session began
at 6:24 p.m., and concluded at 7:42 p.m.
2B. RECONVENE
Mayor Huffman reconvened the meeting at 7:50 p.m.
As a result of Executive Session, a motion was made to authorize the Mayor and City
Manager to enter into negotiations and associated agreements with the Carroll Independent
School District regarding real property discussed during Executive Session.

Mayor Huffman spoke about the appraisal letters received by residents from the Tarrant
Appraisal District and the tax rate.
3B. CITY MANAGER'S REPORT
3B1. WATER SAFETY AWARENESS MONTH
Community Services Director Chris Tribble introduced Aquatics Supervisor Jenn Blackstock
who provided highlights about Water Safety Awareness Month.
CONSENT AGENDA: All items listed below are considered to be routine by the City Council
and will be enacted with one motion. There will be no separate discussion of items unless a
Councilmember or citizen so requests, in which event the item will be removed from the
general order of business and considered in its normal sequence.
4. CONSENT:
4A. APPROVE MINUTES FROM THE APRIL 18, 2023, REGULAR CITY COUNCIL
MEETING.
4B. AWARD THE CONTRACT FOR THE CONSTRUCTION OF THE WATER
DISTRIBUTION SYSTEM IMPROVEMENTS AT SOUTH PEARSON LANE, UNION
CHURCH ROAD, AND EAST DOVE ROAD TO CANARY CONSTRUCTION, INC.,
IN AN AMOUNT NOT TO EXCEED $1,800,000.
4C. APPROVE AN INTERLOCAL AGREEMENT (ILA) WITH TARRANT COUNTY FOR
SHARED COSTS ASSOCIATED WITH THE REPAVING OF JELLICO CIRCLE IN
AN AMOUNT NOT TO EXCEED $150,000.
4D. VARIANCE TO SUBDIVISION ORDINANCE NO. 483, AS AMENDED, SECTION
5.06, REQUIRING A MINIMUM 5-FOOT-WIDE RESIDENTIAL SIDEWALK ALONG
THE STREET FRONTAGE OF LOT 2 , I.G. BELCHER NO. 30 ADDITION, LOCATED
AT 1095 N. WESTPARK CIRCLE, CITY OF SOUTHLAKE, DENTON COUNTY,

6A. ORDINANCE NO. 1271, 2"D READING, APPOINTING LINDSAY KINZIE AS AN
ASSOCIATE JUDGE OF THE MUNICIPAL COURT OF RECORD AND
AUTHORIZING THE MAYOR TO EXECUTE AN EMPLOYMENT AGREEMENT
WITH THE ASSOCIATE MUNICIPAL JUDGE. PUBLIC HEARING

as an Associate Judge of the Municipal Court of Record and authorizing the Mayor to execute
an employment agreement with the Associate Municipal Judge.
