items. During this proceeding, the Board will not discuss, consider or take action on any
items presented by the public. We respectfully ask that anyone stepping forward to speak
during public forum limit remarks to three minutes or less.)
3. CONSIDER
3A. APPROVE MINUTES FROM THE JULY 25, 2022 CRIME CONTROL AND PREVENTION DISTRICT BOARD
MEETING APPROVED (6 — 0)
Motion: CCPD Board Member proposed a motion to approve the minutes from the
July 25, 2022 CCPD Board Meeting.

3B. APPROVE THE PURCHASE OF ITEMS 313, 3C AND 3D APPROVED (6 — 0)
Comments made by Police Chief James Brandon:
Items 313, 3C and 3D are all items that you approved as a part the FY23 budget. However,
anything over $50,000 has to come back to you for approval to expend the funds then it
will go to City Council for approval to purchase. I can go over these three items again.
Item 313, Motorola will no longer support all of our police radios and several of our portable
radios. Our older radios have to be updated for an amount not to exceed $250,000. Item
3C, Cradlepoints are the wireless connections in our police Tahoe's that upload the body
camera and dash camera video through a cellular connection to our system. What we
have currently is old and isn't supported anymore. This upgrade will allow us to use 5G
speeds which will allow us to get more data into the system quicker. That can be crucial

when we talk about a body camera video with a controversial use -of -force that needs to
be accessed using a higher speed. Item 3D, Motorola Watchguard is in year 2 of a 5-year
purchase plan that we spread out over five years when we purchased new body cameras
and dash cameras last year. We are in the 2nd year of that plan which costs $65,000. I'm
more than happy to answer any additional questions you may have about these items.

Does Motorola have competition with that item?
• Response given by Police Chief James Brandon:
There are different kinds of radios out there. But, we are limited by the fact that we piggy
back onto Fort Worth's radio system. That is the choice carrier for their radio system. The
real answer to your question is that we don't have much of a choice.
• Question asked by CCPD Board Member:
Do you have to replace all of your portables or just a portion of them?
Response given by Police Chief James Brandon:
Just a portion of them and I believe it's 11 portable radios and all of our mobile radios.
• Response given by Fire Chief Mike Starr:
Yes, we're replacing all of ours this year at $750,000.

4. DISCUSSION
4A. UPDATE ON CRIME CONTROL AND PREVENTION DISTRICT SALES TAX
• Update given by Chief Financial Officer Sharen Jackson:
It's still good to be in Southlake. Our sales tax numbers are still trending up. The most
recent sales tax collection we collected was in September. The next collection will be later
this week. For the sales that occurred in July 2022, we were 5% above the July 2021
sales, so we are still trending up. If you look at the June 2022 collection, it shows that we
were just under a 75% reduction, because in June 2021 we had a very large audit
adjustment that we received sales tax from prior years from a vendor who should have
submitted sales tax, but they didn't. So, it was a one-time collection that represented

about 60%-70% of the collection in that month last year. We still collected above the June
2021 actual sales that occurred in 2021. Year to date, we're trending above the amended
sales tax numbers. Sales tax numbers are up for 2022. We will still end the year above
that amended number. As you recall, we are very conservative when projecting out sales
tax. We're still seeing about 30%-35% sales tax from remote sales. Meaning not from
sticks and bricks that are located in Southlake. So, things are still trending in the right
direction. Overall, it may seem like we are going to collect less this year, that is because
of the one-time collection, but when you compare total sales collected from 2021 versus
2022, we're actually trending closer to 20-22% above, when comparing sales to sales
from 2021 to 2022.
Question asked by CCPD Board Member:
Is there any more discussion about the warehouse issue in Coppell?
• Update given by Chief Financial Officer Sharen Jackson:
It will be a big item that is coming up on the legislative session this upcoming year. It's
still a big lawsuit. The comptroller had ruled. Amazon and some of the larger entities, like
Coppell, who were previously collecting all of their sales tax, they are fighting it and it will
go back to legislative session. That would be a huge impact to the financial position of
what they projected out and committed to. We're currently getting sales from Amazon,
which is based on the comptroller's decision, which is his ruling to make. The City of
Coppell and other entities are fighting that decision. My understanding is that it's up for
debate that they are not getting the full amount, but it's based on the comptroller's
determination. The wording of the legislation is very unique. From Amazon, sales tax is
related to where the order is placed, versus what occurs at an Amazon warehouse,
whether it's considered remote or destination, but it is a lot of uniqueness in the wording.
4B. UPDATE ON THE SCHOOL RESOURCE OFFICER PROGRAM
Comments given by Police Chief James Brandon:
Everything continues to run well. If you recall the additional money that was allocated to
expand the SRO Division by 3 positions. We had 4 applicants and disqualified all 4
applicants, so we will continue to recruit additional candidates for those positions. The
Police Department recently instituted a $10,000 hiring incentive, courtesy of the City, and
it will apply to those positions and all sworn positions, so hopefully it will open up some
additional candidates for us. We've put one officer at Florence Elementary in Keller ISD
which sits within the Southlake city limits. The additional 2 officers will be fill-ins that will
be floaters or will cover if someone is out sick so that no campus is left uncovered. The 3
new positions are less than full-time, which in the HR world means less than full-time but
greater than part-time. These positions will have the same schedule as the teachers with
the summers off.

5. UPDATE ON THE K9 UNIT
• Response given by Police Chief James Brandon:
You may recall there was an item in your FY23 budget to replace Duco our K9 for
$102,100. Duco will most likely be retired in February 2023. We will start very soon looking
for his replacement. What will happen is our K9 handler will begin the process of
searching various vendors until he finds the best dog that is right for us. We will start
expending some of those funds for travel as he searches various kennels. We won't
actually make the purchase of the dog until he identifies where that dog is. So, because
of the timing of our meetings, I may need to call a special session to approve the purchase
of the new dog. The only item on that agenda will be to approve the purchase of the K9.
Reason is, if he finds a dog, the vendor is not going to hold onto the dog for 2 months or
3 weeks. So, I want to give you a heads up if we need to call a special meeting to approve
the purchase of the dog. Nate will remain the handler. He does a great job with the K9
program. Everything in the police department is high risk. So, it's like finding a good police
officer, we are picky. He's not going to the first vendor to just buy a dog, he is going to
look until he finds the right dog, with the right temperament. We have a really good dog
right now and we want to match that. Nate does a great job with how he deploys the dog.
It's almost a leadership position. He gets called to assist other agencies and shows up on
a scene where there are 10-12 police officers who may or may not know how to work with
a K9, and he effectively takes charge of the entire scene with officers he may have never
met before. I know through watching the footage, how he directs them and how he leads
them and manages their activities around his dog, on top of managing the dog and
himself. He does a great job. I see it as a case of not fixing it if it's not broken. Duco is a
Dutch shepherd, so the selection of our next dog will depend on what Nate finds, but it
will most likely be a Dutch shepherd. The funds that were approved for the replacement
of the K9 include travel, training, and the purchase of the dog.

Is there an update on the EOC?
• Response given by Fire Chief Michael Starr:
I received an email yesterday. We are still working on the design. We are working with
the construction manager and we're getting closer. We are getting the architect on the
same page, but we're getting closer. I was hoping that the EOC was already finished, but
I will update you once I know more.
