1. Call to order
Board President Martin Schelling called the meeting to order at 6:00 p.m.
2. Consider approving the minutes from the January 24, 2023 Community
Enhancement and Development Corporation meeting
A motion was made to approve the minutes from the January 24, 2023 meeting.

3. Discuss Boards and Commissions Manual Update
March 29, 2023 CEDC Minutes
City Secretary Amy Shelly provided the Board a brief overview of the Board and
Commissions manual and provided each member a copy. She noted the manual
includes Chair responsibilities, conflict of interest protocol, as well as Board liaison
responsibilities. She requested Board members to acknowledge the receipt of the
manual, after they have had time to review it, by submitting the form she provided via
email.
4. Review and Discuss Ethics Program Update
Management Assistant Bora Sulollari provided the Board an overview of the City
ethics program on behalf of the Governance Matrix Team. Updates include the
development of an ethics pledge as well as updating the City's ethics ordinance and
code of conduct. She noted that amendments to the ordinance are primarily being
added to modernize the language of the ordinance and ensure compliance with the
Texas Local Government Code. She also highlighted the ethics artwork that
departments have on display as well as an info-graphic that is being used internally to
communicate these changes.
5. Economic Development
a. Review and provide feedback on the 2023-2024 Economic Development &
Tourism Strategic Marketing & Communication Plan
Economic Development Specialist Stephanie Bernard and Tourism Marketing
Manager Hillary Cromer presented the draft 2023-2024 Economic Development &
Tourism strategic marketing & communication plan for Select Southlake and Visit
Southlake. The presentation included the planned campaigns that each brand will
execute throughout the year. Some highlights from Mrs. Bernard's presentation on
Select Southlake include:
• 17,000+ views on SelectSouthlake.com in 2022
• Average 40% open rate on e-newsletter
• 1,496 Facebook followers
• 286 Linked In followers
• Partnership with Chamber of Commerce
Some highlights from Mrs. Cromer's presentation on Visit Southlake include:
• 176,000+ views on VisitSouthlakeTexas.com in 2022
• 8,319 Facebook followers
• 5,045 Instagram followers
• Use of social media influencers
6. Staff Reports
a. Financial Reports
i. The Marq Southlake financial highlights and membership sales report
Chief Financial Officer & Board Treasurer Sharen Jackson provided
information about Champions Club membership trends and revenue. She

informed the Board that the Marq overall is trending above target annual cost
recovery at just below 80%, as of the date of the meeting, with a target of 60%.
She noted that the Marq has an overall annual goal of 72%, and we are looking
good to achieve that. Champions Club and Legends Hall both are above target
annual cost recovery for the year with Champions Club at 87% cost recovery
with a target of 67% and Legends Hall at 50% cost recovery with a target of
33%. She also noted Legends Hall currently has $290,000 of events on the
books through September. Champions Club continues to see increases in
memberships, exceeding projected memberships, with 3,371 in February and
3,400 in March. Mrs. Jackson noted that most memberships are from Southlake
residents and there is an increase in family memberships which provide the
highest revenue for the City.
ii. Sales Tax Report
Chief Financial Officer& Board Treasurer Sharen Jackson presented the Board
with the most recent sales tax data. She noted that the sales tax data for
January 2023 show a reduction from the previous year due to an audit
adjustment from the Comptroller's Office, and without the adjustment, the
change in sales tax collections is 0.05% up from year 2022. The adjustment
was primarily a result of an entity recalling sales tax from September 2013 to
December 2017, resulting in an amount of$23,995 for the City as a whole and,
of that, roughly $380 of CEDC monthly funds were affected.
Year to date FY 2023 collections are 4.8% above FY 2022 and 37.9% above
FY 2021. Most recent sales tax collections for sales in the month of January
2023 are 3.9% below than the same time in 2022 and 22.6% above January
2021 sales.
b. Economic and development activity report
Director of Economic Development and Tourism Daniel Cortez provided the board
with an update on the construction of Granite Place II. He stated the building will
be receiving a temporary certificate of occupancy to begin interior finishings and,
of the 140,000 sq ft, currently he believes the building to be about 25% leased.
Director Cortez also noted plans to launch a workforce program and begin some
targeted marketing with the guidance of the Target Industry Recruitment Task
Force utilizing the Class A Office video that was developed in the last few months.
