Subject: Award the contract for the construction of the Water
Distribution System Improvements at South Pearson Lane,
Union Church Road, and East Dove Road to Canary
Construction, Inc. in an amount not to exceed $1,800,000.
Action
Requested: Award the contract for the construction of the Water Distribution
System Improvements at South Pearson Lane, Union Church Road,
and East Dove Road to Canary Construction, Inc. in an amount not
to exceed $1,800,000.
Background
Information: This project will install a 12-inch water line along Union Church Road
from South Pearson Lane to Siena Drive, a 12-inch water line along
East Dove Road from East of Estes Park Drive to West of North
Carroll Avenue, and a connection from Oak Bend Court to the Carroll
ISD Administration Site. Identified in the City’s Water Master Plan,
the project will improve system flow and water supply redundancy by
upsizing the 6-inch water line along East Dove Road and closing
dead-end water lines at the remaining project locations.
Solicitation of bids for this project began on February 05, 2023, and
competitive sealed proposals were received and opened on March
07, 2023. The five proposals received for this project are shown
below:
City staff and the design consultant, BHB, have reviewed and scored
five proposals using best-value criteria as the basis described in the
project manual. The evaluation criteria for this bid were the contract
price (50%), the reputation of the bidder including key personnel

(15%), the reputation and quality of the bidder's goods or services
(15%), the bidder's past relationship with the city (10%), and the
bidder's responsiveness (10%). The evaluation of materials and
references provided led to the recommendation of Canary
Construction, Inc. for this project. The total bid from Canary
Construction, Inc. came in at $1,453,922 for anticipated work; staff is
requesting authorization for a total of $1,800,000 which includes
$346,078 in contingency for construction expenses that may arise
due to unforeseen field conditions. Construction is anticipated to
begin summer 2023 with projected completion winter 2024, weather
permitting. The public should anticipate intermittent lane closures
during working hours.
Financial
Considerations: Funding for the contract award is budgeted as part of the approved
Capital Improvement Program. This agreement is within the project
budget.

Review: This is the standard construction services contract that has been
previously reviewed by the City Attorney.
