Item 6B- Corridor Planning Committee Report Southlake 2035 Corridor Planning Committee Meeting Report Meeting 39 – September 19, 2022 MEETING LOCATION: 1400 Main St., Southlake, Texas 76092 City Council Chambers IN ATTENDANCE: • City Council Members: Shawn McCaskill, Amy Torres-Lepp, Kathy Talley • Planning & Zoning Commission Members: Austin Reynolds, Gina Phalen • Park Board Member: Frances Scharli • City Staff: Ken Baker, Dennis Killough, Reagan Rothenberger, Madeline Oujesky AGENDA ITEMS: 1. Call to Order. 2. Administrative Comments. 3. Review, discuss and make recommendations for the proposed development of Green Acres Nursery & Supply on approximately 14.2 acres located at 1963 W. Southlake Blvd. 4. Review and make recommendations for a proposed mixed use, residential and commercial, development. The proposed development is on approximately 21 acres located at 1835 Shady Oaks Drive and 400-500 Block of W. SH 114, generally located along the west side of W. State Highway 114, 1200 feet south of W. Dove Road. 5. Review, discuss and make recommendations on a proposed Continuing Care Retirement Community located on approximately 22 acres at 300 - 684 Davis Blvd. 6. Adjournment. MEETING OVERVIEW: On September 19, 2022 the Southlake 2035 Corridor Planning Committee held their thirty-ninth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake Blvd. Staff presentation: Dennis Killough Questions for staff by the Committee: Daniel Kubiak: Existing land use with the site, what other land uses could be compatible with this site? Dennis Killough: Aligning with the City's economic development plan - Southlake target industries slide Daniel Kubiak: Retail uses that are more intensive Dennis Killough: Southern portion of property is medium density Gina Phalen: Seems like a lot of parking Dennis Killough: Based on the indoor and outdoor uses, 1 space per 500 sq ft - nurseries is 1 space per 600 sq ft - might be parking it close to the city's requirement … Applicant presentation: Ashley Rossi Questions for applicant by the Committee: Amy Torres-Lepp: Reason we can't move parking between the wholesale and bigger building? Applicant: Follow the pattern along southlake blvd. We need the depth of the driveway for truck access off Southlake Blvd. - keeping trucks off Peytonville Ave from the residents concerns. Circle towards the front of the property will be a landscape feature. Daniel Kubiak: Stacking depth? Dennis Killough: Stacking depth is 75-100 ft Daniel Kubiak: Nice landscaping along 1709 Applicant: Architect believes Austin Reynolds: Truck access and truck traffic - loading - how does this operation work? Applicant: Austin Reynolds: Come down Southlake blvd. use the access to the property, drive around the front to the east side of the property, then circle around the back of the building and exit towards the front of the property onto Southlake Blvd. again Applicant: Austin Reynolds: Applicant: Austin Reynolds: How many locations do you have? Compared to your other locations Applicant: No, Frances Scharli: Based on other nurseries in town, this seems like a lot of parking. Would suggest seeking a variance for less parking. Add landscaping around the parking lot. Applicant: Will consider. Applicant: Front of the store faces the west side, the side facing Southlake Blvd. will be a faux façade Kathy Talley: Can you access the store on other sides? Applicant: Primary access is at one point. Kathy Talley: Where are you loading plants if you make purchases? Applicant: Load on the west side of the property, but most residents will take their plants to their car on their own. Or we bring it out to them. Kathy Talley: Potential discussion for a deceleration turn lane Ken Baker: Site plan submittal - traffic study required. If enough vehicles enter the site during peak time, TxDOT will construct a lane with site plan approval Amy Torres-Lepp: Semi-truck delivery - right next to Carroll Senior HS - we want to make sure students are safe in the morning - would like to see delivery times and traffic schedules. Applicant: Kathy Talley: Natural trees that border the neighbors and site. Continue working with them Shawn McCaskill: Suggest bringing options to P&Z and City Council, options are great - especially parking options. Daniel Kubiak: Potential parking variance - plan A and B. Work on the landscaping along 1709.
