PROJECT: Master Sign Plan for Methodist Southlake Hospital
EXECUTIVE
SUMMARY: Methodist Southlake Medical Center is requesting approval of a Master Sign Plan
for Methodist Southlake Hospital, located at 335 - 451 E. S.H. 114.
DETAILS: The proposed Master Sign Plan amends the existing Master Sign Plan for the
property and includes regulations for campus directional signs, attached building
signs, and monument signs. In response to feedback received during the Sign
Board meeting on March 23, 2023, the applicant has provided additional options for
City Council consideration for the two secondary monument signs on Highland St.
(locations 1 and 4), the location 9 attached building sign, and the location 23
wayfinding sign. A summary of the proposal, including the revised options based
on Sign Board feedback, is provided below. The titles of the revised options are
highlighted in yellow.

BACKGROUND INFORMATION

PROPERTY SITUATION: 335 - 451 E. S.H. 114.
LEGAL DESCRIPTION: Lots 1R1, 2R, 3R, 4, and 5, Block 1, Southlake Medical District
CURRENT ZONING: S-P-2 Generalized Site Plan District
HISTORY: March 5, 2013; City Council approved the (Forest Park) Master Sign Plan as
presented to include the revised Emergency Monument sign that was
distributed during the meeting. (MSP13-002)
April 16, 2013; City Council approved on the consent agenda the
amendment to the Forest Park Master Sign Plan for the attached signs for
the parking garage. (MSP13-004)
June 2, 2015; City Council approved a sign amendment to the Forest Park
Medical site for the Medical Office Building subject to the following with a list
of stipulations applied to Building ‘1’ and all other medical office buildings
built on this campus; the east and west elevations will be limited to the
“Southlake Medical” signs as represented on the renderings as well as the
building identification number; the north elevation will be allowed a ‘tenant
one’ sign, however, the specific sign(s) shall be required to come back for
Council approval; the ‘tenant three’ sign for Clinic 21 is approved for Building
‘1’ with the same letter type, color and illumination as the “Southlake Medical”
signs on the east and west elevations; and no other proposed tenant signage

September 6, 2016; City Council approved a rebranding master sign
package for Methodist Southlake Hospital. The MSP included four (4)
attached signs for the hospital and parking garage, and five (5) directional
signs. The approval allowed the MSP as proposed and accepted the
applicant’s agreement to limit the directional signs to three (3) and reduce
their size to 10 ½ square feet. (MSP16-006)
April 21, 2020; City Council approved an amendment to the master sign
package for Methodist Southlake Hospital, allowing the signs permitted as
stated in the staff report and noting the following: the sign package request
remains the same as approved by the Sign Board with the exception for the
removal of the previously requested monument sign (originally identified as
Location 18); three of the four single sided directional signs (leaving only the
addition identified as location 13); and the emergency room signs previously

proposed for the awning (Location 21). All other previously approved
signage for the hospital, as well as the medical office building, shall remain.
SIGN BOARD: Summary of Motion:
March 23, 2023; Approved (7-0) subject to the staff report dated March 17,
2023, approving locations 23, 22, 03.1, 03.2, 03.3, 6, 8, 12, 13, and 21, and
specifically noting the following:
Locations 1 and 4: Denying variances for total height and sign face
height for locations 1 and 4 and noting the applicant’s willingness to
bring additional options to Council.
Location 9: Recommending approval for the attached sign north
elevation, noting the applicant’s willingness to bring in an additional
option with individual letters as opposed to what’s presented.
Location 19: Recommending approval of the primary monument
sign. Also, with the applicant bringing additional options consistent
with the ordinance.
Location 23: Recommending denial but noting the applicant’s
willingness to bring or continue to show options for what they want
on location 23.
Full Motion:
March 23, 2023; Approved (7-0) subject to the staff report dated March 17,
2023, and specifically noting with regard to the signs as follows:
Location 1 and location 4 recommending denial of the maximum total
heights variance and the maximum sign face heights variance. And,
noting the applicant’s willingness to bring additional options to Council,
including one without the masonry around and possibly one, modifying
the logo and name size.
With regard to, locations 23 and 22 the internal site vehicle, or directional
signs recommending approval of those,
Recommending approval of the attached signs for emergency at location
of 03.1.
Recommending approval for the attached sign for location of 03.2
Recommending approval of the monument sign for emergency
ambulance at location 03.3,
Recommending approval for the attached sign on the north elevation of
parking garage at location 6.
Recommending approval for the attached sign north elevation the
building at location 8.
Recommending approval for the attached sign north elevation to the
building location 9 and noting the applicant’s willingness to bring in an
additional option with individual letters as opposed to what’s presented.
Also, noting recommendation for approval of attached sign building on
east and west elevations, at locations 12 and 13.

19. Also, with the applicant bringing additional options consistent with the
ordinance. On the maximum sign face area and the minimum setback.

but, noting the applicant’s willingness to bring or continue to show
options for what they want on location 23.
