A. Approval of the minutes from the January 3, 2023 Southlake Parks Development
Corporation meeting.
3. Public Forum
(This is the Public's opportunity to address SPDC about non -agenda items. During Public
Forum, SPDC will not discuss, consider or take action on any items presented. SPDC
respectfully ask anyone speaking during Public Forum to limit remarks to three minutes or
less.)
4. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government
Code, Section 551.087: Deliberation regarding economic development negotiations.
Executive Session may be held, under this exception, at the end of the Regular
Session or at any time during the meeting that a need arises for the Southlake Parks
Development Corporation to deliberate regarding economic development
negotiations.
A. Section 551.087: Deliberation regarding economic development negotiations —
Discuss the terms and conditions of an economic development incentive program
— Project No. 2017-03. The Southlake Parks Development Corporation may
discuss or deliberate regarding commercial or financial information received from
a business prospect that the City seeks to have locate, stay, or expand in or near
the city and which the City is conducting economic development negotiations; or
to deliberate the offer of a financial or other incentive to a business prospect as
described above.
5. Consider
A. Recommendation on award of bid to North Rock Construction for the construction
of a pickleball complex at Bicentennial Park in an amount not to exceed
$3,665,000.
B. Recommendation on contract renewal for parks janitorial services with
PureService Corporation in an amount not to exceed $63,800.

SPDC MEMBERS PRESENT: Members Tamara McMillan, Lori Palmer, Secretary Frances
Scharli, Kathy Talley, Ronell Smith, Amy Torres-Lepp, and Randy Williamson.
STAFF PRESENT: Director of Community Services Chris Tribble, Chief Financial Officer
Sharen Jackson, and City Secretary Amy Shelley.

1. CALL TO ORDER
Southlake Parks Development Corporation President Randy Williamson called the SPDC
meeting to order at 4:30 p.m.
2. CONSENT
2A. APPROVAL OF THE MINUTES FROM THE SOUTHLAKE PARKS DEVELOPMENT
CORPORATION MEETING HELD ON JANUARY 3, 2023.
President Williamson presented Item 2A, and there were no questions from the board.

A motion was made to approve the minutes from the January 3, 2023, meeting as written.

President Williamson opened the public forum at 4:31 p.m.
There being no one wishing to speak, President Williamson closed the public forum at
4:31 p.m.
4. EXECUTIVE SESSION

President Williamson announced SPDC would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551 , Texas Government Code, Section 551.087 deliberation
regarding economic development negotiations. SPDC adjourned for Executive Session
at 4:31 p.m. Executive Session began at 4:33 p.m., and concluded at 5:04 p.m.
4B. RECONVENE
President Williamson reconvened the meeting at 5:05 p.m.
5. CONSIDER
5A. RECOMMENDATION ON AWARD OF BID TO NORTH ROCK CONSTRUCTION FOR
THE CONSTRUCTION OF A PICKLEBALL COMPLEX AT BICENTENNIAL PARK IN
AN AMOUNT NOT TO EXCEED $3,665,000. PUBLIC HEARING
Director of Community Services Chris Tribble presented Item 5A and answered questions
from the Board about phasing options, bidding requirements and environment,
guaranteed pricing, electrical routing, change orders, building the Southlake standard,
funding and reserves.
President Williamson opened the public hearing at 5:32 p.m.
Colleen Golestan, 708 Bryson Way, spoke in opposition to this request.
There being no one else wishing to speak, President Williamson closed the public hearing
at 5:34 p.m.

A motion was made to approve Item 5A, recommendation on award of bid to North Rock
