Item 9C - MemoCase No. SV23-0004 S T A F F R E P O R T March 14, 2023 CASE NO: SV23-0004 PROJECT: Sign Variance for XO Marriage EXECUTIVE SUMMARY: Pogue Construction, on behalf of XO Marriage, is requesting approval of variances to Sign Ordinance No. 704, as amended, for attached building signs and a sculpture/sign for the XO Marriage Center site at 1021 Grace Lane. DETAILS: The applicant originally proposed three attached building signs, a monument sign, a directional sign, and a sculpture/sign for the XO Marriage Center to the Sign Board. Following the Sign Board meeting on March 9, 2023, the applicant has revised the request to include two options. In both options, the applicant has removed the request for variances for the directional sign and monument sign but has retained the request for a sculpture/sign. The applicant’s intent in removing the directional sign and monument sign is to redesign these signs to meet the City’s Sign Ordinance. Option A (the applicant’s preferred option) includes three building signs, all of which require variances for number of signs, sign placement, and maximum letter height. One of the signs also requires a variance for sign area. These signs are unchanged from what was presented to the Sign Board. As previously noted, this option also includes a sculpture/sign. Option B has been provided in response to the Sign Board’s comments. Option B includes two attached signs, both of which require variances for sign placement and maximum letter height. However, these attached signs show a reduction in number of signs from three to two and a reduction in maximum letter height from 57 inches to 35 inches as recommended by the Sign Board. As previously noted, this option also includes a sculpture/sign. The sculpture sign is not an allowed sign type, however, when compared to a standard monument sign the sculpture requires variances for height, area, and for the exclusion of address numbers. The existing NRPUD zoning and associated concept/site plan were approved in 2021 (ZA21- 0031). SIGN BOARD: Approved (6-0), subject to the Staff Report dated March 3, 2023 and specifically going through the requested variances and noting:  Recommending denial on the number of attached signs at 3 and recommending approval of 2 as chosen by the applicant.  With regard to the north elevation, recommending approval of the sign placement on the upper story. Denying the max letter height of 57 inches and recommending approval of 35 inches.  With respect to the east elevation, recommending approval of the sign placement on the upper story as well as the right justified placement, denying the requested letter height of 57 inches and recommending approval of 35 inches, and denying the sign area and also recognizing that the area will probably be adjusted based on the letter height recommendation.  And then, with respect to the south elevation, recommending approval of the sign placement on the upper story and the right justification, also denying the height of 57 inches, recommending approval of 35 inches, denying the sign area while also recognizing that that will be adjusted based on letter heights.  And then with respect to the monument sign recommending denial of all the requested variances.  With respect to the directional sign, recommending denial of all the requested variances.  And then with respect to the sculpture sign recommending approval of all the variances requested. CITY COUNCIL: STAFF COMMENTS: City Council approval of the request does not eliminate the requirement for a sign application submittal prior to sign installation.
