Subject: Ordinance No. 1270, 2nd Reading and Public Hearing – Changing the
street name of a portion of Parkwood Drive to Olivia Court
Action
Requested: Conduct a Public Hearing and consider 2nd Reading approval of Ordinance
No. 1270, changing the street name of a portion of Parkwood Drive to Olivia
Court, extending from the intersection of E. Southlake Boulevard to the
terminus at 400 Parkwood Drive.
Background
Information: Eric Karl, the Timarron - Northwood Park HOA representative, is requesting
consideration of a street name change for the portion of Parkwood Drive
adjacent to commercially zoned properties and City owned property. This
portion of Parkwood Drive only connects with E. Southlake Boulevard and
a commercial common access easement from Byron Nelson Parkway. The
remainder of Parkwood Drive extends from Byron Nelson Parkway to the
Timarron Northwood Park residential neighborhood and the City's
Parkwood Training Center. The street name change will help reduce traffic
confusion, which often assumes that Parkwood Drive physically connects
between E. Southlake Boulevard and Byron Nelson Parkway.

There are five properties immediately adjacent to the proposed Olivia Court
– Calloway’s Nursery, Great Plains Bank (FKA Providence Bank), 300
Parkwood Drive Medical Office Building, the City of Southlake Parkwood
Training Center, and a remnant parcel owned by the City of Southlake.
Calloway’s Nursery and Great Plains Bank are addressed off Southlake
Boulevard. The Parkwood Training Center (former Senior Center) is
addressed off Parkwood Drive and its only vehicular access is from
Parkwood Drive. The address for the Parkwood Training Center will not be
changed. The only property that will require a new address is the 300
Parkwood Drive Medical Office Building, which has not begun construction.
The applicant has provided supporting documents further explaining the
name change request, including letters from representatives of Calloway’s
Nursery, Great Plains Bank (FKA Providence Bank), and the 300 Parkwood
Drive Medical Office Building. Notification letters were also sent to these
three property owners and to date no responses have been received.
History: In 1995, there were initial plans for a roadway (later named Parkwood
Drive) connecting between F.M. 1709 and Byron Nelson Parkway.
Preliminary plats were approved in 1996 showing the continuous roadway.
The Final Plat for the Southlake Municipal Complex (later known as the
Senior Center and then Parkwood Training Center) was filed in 1998
showing the continuous roadway.
In 1997, the southern/eastern portion of Parkwood Drive was constructed
connecting to Byron Nelson Parkway.
Following the rezoning for the Senior Center in 1997 and approval of the
French Square Office Complex in 1998, concerns were raised regarding
through traffic on the future, continuous Parkwood Drive.
In 2000, to address these concerns, City Council voted for an alignment
option that did not connect the two sections of Parkwood Drive.
In 2002, a Plat Revision for the Southlake Municipal Complex was filed.
The plat revision extended a 35’ Common Access Easement along the
north property line. R.O.W abandonment between the two sections of
Parkwood Drive was initially considered but not included at City Council’s
direction.
The northern/western section of Parkwood Drive was constructed in 2005.

ORDINANCE NO. 1270
AN ORDINANCE CHANGING THE NAME OF A PORTION OF A
STREET LOCATED WITHIN THE CITY PRESENTLY KNOWN AS
“PARKWOOD DRIVE”, EXTENDING FROM THE INTERSECTION
OF E. SOUTHLAKE BOULEVARD TO THE TERMINUS AT 400
PARKWOOD DRIVE AND FURTHER DESCRIBED IN “EXHIBIT A”;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR
THE REPEAL OF INCONSISTENT ORDINANCES.
WHEREAS, a change in the name of a portion of a street located within the city
presently known as “Parkwood Drive”, extending from the intersection of E. Southlake
Boulevard to the terminus at the current at 400 Parkwood Drive has been requested by Eric
Karl, the Timarron-Northwood Park HOA representative; and
WHEREAS, it is the intention of the City Council to hereby officially change the name of
such street as requested.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE:
Section 1. That all of the above premises are found to be true and correct and are
incorporated into the body of this Ordinance as if copied in their entirety.
Section 2. That the name of the portion of the street located within the City presently
known as “Parkwood Drive”, extending from the intersection of E. Southlake Boulevard to
the terminus at 400 Parkwood Drive as described in Exhibit “A”, is hereby officially changed to
“Olivia Court”.
Section 3. If any section, article, paragraph, sentence, clause, phrase or word in this
ordinance, or application thereof to any person or circumstance is held invalid or unconstitutional
by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining
portions of this ordinance; and the City Council hereby declares it would have passed such
remaining portions of the ordinance despite such invalidity, which remaining portions shall remain
in full force and effect.
Section 4. All ordinances or parts of ordinances inconsistent or in conflict with the
provisions of this ordinance are hereby expressly repealed to the extent of the inconsistency or
conflict.
