Approve expenditure to Life Extension Clinics, Inc., dba Life Scan
Wellness Centers for annual physical exams for police and fire
personnel in an amount not to exceed $128,000.
Studies have found that the average life expectancy of a
police officer is now 57, almost 22 years younger than the general
civilian population. The physical, mental, and emotional
stress and demands of policing, coupled with the odd, lengthy
hours of shift work take a tremendous toll on officers’ wellbeing.
To mitigate this risk, the police department will provide annual
physical wellness exams to its employees through Life Scan
Wellness Centers to help prevent and detect potential health
problems before they become more serious.
Standard 1582 of The National Fire Protection Association
(NFPA) requires the fire department to provide an occupational
medical program that will reduce risks and provide for the health,
safety, and effectiveness of fire fighters operating to protect
civilian life and property. In addition, the fire department’s
participation in the Northeast Fire Department Association
(NEFDA) requires medical testing for those fire fighters serving on
the HAZMAT team. Currently, the fire department provides
physical wellness exams to its employees through Life
Scan Wellness Centers. These comprehensive exams
provide extensive testing in a myriad of areas and have proven
effective in helping to identify health conditions early to facilitate
better outcomes.
Financial
Considerations: Funding for this project was approved in the FY 23 General Fund
budget. The total amount for this expenditure exceeds $50,000,
which necessitates City Council approval. These professional
services are exempt from the bidding process under Chapter
252.022 of the Texas Local Government Code.
