WORK SESSION 1. CALL TO ORDER Work Session was called to order by Mayor John Huffman at 5:30pm. 2. INVOCATION: NATHAN WATKINS Mr. Nathan Watkins provided the invocation. Mayor John Huffman led the pledges of allegiance to the United States and Texas Flags. 3. SOUTHLAKE BUSINESS SPOTLIGHT: MODERN FIT MENSWEAR Economic Development Specialist Stephanie Bernard provided a video which spotlighted the Southlake business, Modern Fit Menswear. 4. EMPLOYER OF CHOICE PRESENTATION Human Resource Business Partner Dylan Welch provided a presentation on Southlake being an employer of choice. 5. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. CALL TO ORDER Regular Session was called to order by Mayor Huffman at 5:48pm. 2A. EXECUTIVE SESSION Mayor Huffman announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney; Section 551.074 deliberation regarding personnel matters; and, Section 551.087 deliberation regarding economic development negotiations. City Council adjourned for Executive Session at 5:48pm. Executive Session began at 6:02pm and concluded at 7:03pm. 2B. RECONVENE Mayor Huffman reconvened the meeting at 7:10pm. 3. REPORTS: 3A. MAYOR’S REPORT Mayor Huffman recognized the Community Services team and Councilmember Kathy Talley for their work in notifying 500+ seniors during the most recent winter storm. 3B. CITY MANAGER’S REPORT 3B1. LIBRARY HIGHLIGHTS City Manager Shana Yelverton introduced Deputy Director of Library Services Cynthia Pfledderer who provided the Library’s highlights. 3B2. ENVIRONMENTAL & RECYCLING HIGHLIGHTS City Manager Shana Yelverton introduced Environmental and Regulatory Supervisor Madisson Dunn who provided environmental and recycling highlights. CONSENT AGENDA: All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Councilmember or citizen so requests, in which event the item will be removed from the general order of business and considered in its normal sequence. 4. RESOLUTION NO. 23-002, ORDERING A GENERAL ELECTION TO BE HELD ON MAY 6, 2023, FOR THE PURPOSE OF ELECTING CITY COUNCIL PLACES 1 AND 6. 4C. EXCUSE THE ABSENCE OF COUNCILMEMBER RANDY ROBBINS FROM THE JANUARY 17, 2023, REGULAR CITY COUNCIL MEETING. 4D. APPROVE A ONE (1) YEAR EXTENSION OF THE VALIDITY OF THE CASE ZA22-0003, PLAT REVISION FOR LOT 1, BLOCK 1, MULTI-SPORT TRAINING FACILITY ADDITION, BEING A REVISION OF TRACT 3B3, C. B. MCDONALD SURVEY, ABSTRACT NO. 1013, SOUTHLAKE, TARRANT COUNTY, TEXAS, AND THE FUTURE LOT 1R2, BLOCK 1, CARROLL ISD NO. 6 ADDITION, BEING A PORTION LOT 1, BLOCK 1, CARROLL ISD NO. 6 ADDITION, AN ADDITION TO THE CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS, AND LOCATED AT 2311 CROOKED LN., AND 1085 S. KIMBALL AVE., SOUTHLAKE, TEXAS. CURRENT ZONING: “S-P-1” DETAILED SITE PLAN DISTRICT. SPIN NEIGHBORHOOD #8. 4E. APPROVE CONTRACT RENEWAL FOR TREE SERVICES WITH THE PAYSAGE GROUP, LLC, DBA SMITH LAWN AND TREE. 4F. APPROVE CONTRACT RENEWAL FOR TREE SERVICES WITH THE F.A. BARTLETT TREE EXPERT COMPANY. 4G APPROVE CONTRACT RENEWAL FOR TREE SERVICES WITH SHAWNEE MISSION TREE SERVICE, INC., DBA ARBOR MASTERS TREE SERVICE. 4H. AUTHORIZE ADDITIONAL EXPENDITURES WITH TK ELEVATOR CORPORATION (TK ELEVATOR) FOR THE REPLACEMENT OF THE INVERTED HYDRAULIC JACKS ON THE WEST PARKING GARAGE ELEVATOR IN AN AMOUNT NOT TO EXCEED $80,343.00. 4I. APPROVE AN ENCROACHMENT AND JOINT USE AGREEMENT FOR A WOOD FENCE WITHIN THE DRAINAGE EASEMENT BEING LOCATED AT 804 JAMESTOWN LANE. 4J. APPROVE EXPENDITURE TO RULES OF ENGAGEMENT TACTICAL FOR THE PURCHASE OF 26 BULLET-RESISTANT SHIELDS FOR THE POLICE SCHOOL RESOURCE OFFICER PROGRAM IN AN AMOUNT NOT TO EXCEED $156,000. PUBLIC FORUM Mayor Huffman opened the public forum at 7:31pm. Deanna Kienast, 1518 Main St., spoke about picketing in Town Square and defacing property. There being no one else wishing to speak, Mayor Huffman closed the public forum at 7:39pm. 6. ORDINANCES, SECOND READINGS, PUBLIC HEARINGS, AND RELATED ITEMS: 6A. ORDINANCE NO. 1268, 2ND READING, AMENDING CHAPTER 9.5, ARTICLE II, OF THE SOUTHLAKE CODE OF ORDINANCES. PUBLIC HEARING APPROVED Director of Public Works Rob Cohen presented Item 6A and answered questions from Council. Mayor Huffman opened the public hearing at 7:43pm. There being no one wishing to speak, Mayor Huffman closed the public hearing at 7:43pm. Motion was made to approve Item 6A, Ordinance No. 1268, 2nd Reading, amending Chapter 9.5, Article II, of the Southlake Code of Ordinances. Freshour Survey Abstract No. 521, located at 2260 Johnson Road, subject to the Staff Repot dated January 31, 2023, and Concept Plan Review Summary No. 3, dated December 22, 2022, and granting the following: - A variance to preserve approximately 60.4% of the tree canopy instead of the required 70%.
