Item 4D - Staff ReportCase No. ZA22-0003 S T A F F R E P O R T January 31, 2023 CASE NO: ZA22-0003 PROJECT: Plat Extension –Final Plat for Multi-Sport Training Facility Addition EXECUTIVE SUMMARY: Hart Gaugler and Associates is requesting approval of a one (1) year Plat Extension of the validity of the Plat Revision for Lot 1, Block 1, Multi-Sport Training Facility Addition, being a revision of Tract 3B3, C. B. McDonald Survey, Abstract No. 1013, Southlake, Tarrant County, Texas, and the future Lot 1R2, Block 1, Carroll ISD No. 6 Addition, being a portion Lot 1, Block 1, Carroll ISD No. 6 Addition, an addition to the City of Southlake, Tarrant County, Texas, and located at 2311 Crooked Ln., and 1085 S. Kimball Ave., Southlake, Texas. Current Zoning: “S-P-1” Detailed Site Plan District. SPIN Neighborhood #8. DETAILS: The purpose of this item is for a plat extension request. A Plat Revision is valid for a period of 1 year after approval, if not recorded in the County Plat Records, unless an extension is approved by City Council. The plat is close to being ready for recording but will likely not be complete prior to the plat expiration. The Final Plat was approved on February 15, 2022, and will expire on February 15, 2023, unless an extension is approved. The City Council can grant up to a one (1) year extension. On January 4, 2022, City Council approved a Zoning Change and Site Plan under Case No. ZA21-0086 for a multi-sport training facility on approximately 3.8663 acres, generally located at 2311 Crooked Ln. and 1085 S. Kimball Ave. The purpose of the Plat Revision was to create a platted lot in conformance with the approved “S-P-1” Zoning and Site Plan for this facility. This Plat Revision was approved in tandem with two additional plats, Case Nos. ZA22-0001 and ZA22- 0002. Those plats have been processed and filed successfully. Kimball Ave. LEGAL DESCRIPTION: Tract 3B3, C. B. McDonald Survey, Abstract No. 1013 and the future Lot 1R2, Block 1, Carroll ISD No. 6 Addition, being a portion Lot 1, Block 1, Carroll ISD No. 6 Addition LAND USE CATEGORY: Industrial and Public/Semi-Public CURRENT ZONING: “S-P-1” Generalized Site Plan District. HISTORY: The following is a history of Tract 3B3, C. B. McDonald Survey, Abstract No. 1013 to the best of our knowledge and belief: - The property at 2311 Crooked Ln. was annexed into the City in 1957. - The “AG” Agricultural Zoning was placed on the property with the adoption of Zoning Ordinance No. 161 and the Official Zoning Map in 1969. - The previous residence and accessory buildings were demolished in 2021. - A Zoning Change and Site Plan for the Multi-Sport Facility was approved January 4, 2022. The Site Plan for the Multi-Sport Facility showed a portion of Lot 4R, Legends at Southlake to be designated as a separate lot for the entry driveway from Dean Way to the facility (ZA21-0086). - A Plat Revision for Lot 1, Block 1, Multi-Sport Training Facility Addition, being a revision of Tract 3B3, C. B. McDonald Survey, Abstract No. 1013, Southlake, Tarrant County, Texas, and the future Lot 1R2, Block 1, Carroll ISD No. 6 Addition, being a portion Lot 1, Block 1, Carroll ISD No. 6 Addition, an addition to the City of Southlake, Tarrant County, Texas, was approved via consent by City Council on February 15, 2022. (ZA22-0003) The following is a history of the portion of the lot that is to be platted as Lot 1R2, Block 1, Carroll ISD No. 6 Addition prior to being platted as Lot 1, Block 1, Multi-Sport Addition to the best of our knowledge and belief: - City Council approved the zoning and site plan for Dragon Stadium on March 7, 2000 (ZA99-132). - A final plat Lot 1, Block 1 and Lot 1, Block 2, Carroll ISD No. 6 Addition was approved on February 3, 2000 and filed January 29-2001 (ZA99- 133). - City Council approved a revised zoning and site plan for Dragon Stadium on March 18, 2003 to accommodate games for the Dallas Burn soccer team (ZA03-005). - City Council approved a revised zoning and site plan for Dragon Stadium on Sept. 2, 2003 to remove the requirements for a bufferyard and a screening device on the west side of the property adjacent to Mr. Case No. Attachment A ZA22-0003 Page 2 Kaposta’s property (ZA03-057). - City Council approved a zoning change and site plan from “S-P-1” Detailed Site Plan District to “S-P-1” Detailed Site Plan District to add 1,600 seats to the home side of the stadium and to repave a portion of the existing parking lot, adding approximately 137 spaces. Also approved were additions to the concessions and restrooms and the construction of a new Disaster Recovery Center, which added approximately 4,350 square feet of floor area at the site on January 10, 2010. (ZA09-057). - City Council approved a zoning change and site plan from “S-P-1” Detailed Site Plan District to “S-P-1” Detailed Site Plan District to allow pavement for 18 additional bus parking spaces and the addition of an approximately 1,200 square foot storage building for tire storage at Dragon Stadium on May 15, 2018 (ZA18-032). - City Council approved a zoning change and site plan from “S-P-1” Detailed Site Plan District to “S-P-1” Detailed Site Plan District to allow the construction of two (2) restrooms (approximately 215 s.f.) to the home side of Dragon Stadium on January 7, 2020 (ZA19-0067). - City Council approved a zoning change and site plan from “S-P-1” Detailed Site Plan District to “S-P-1” Detailed Site Plan District to adjust the boundary of the existing "S-P-1" zoning district so that a portion of the property can be combined with the proposed site for a multi-sports facility at 2311 Crooked Ln. (Case No. ZA21-0086) on January 4, 2022 (ZA21- 0069). - A Plat Revision for Lot 1, Block 1, Multi-Sport Training Facility Addition, being a revision of Tract 3B3, C. B. McDonald Survey, Abstract No. 1013, Southlake, Tarrant County, Texas, and the future Lot 1R2, Block 1, Carroll ISD No. 6 Addition, being a portion Lot 1, Block 1, Carroll ISD No. 6 Addition, an addition to the City of Southlake, Tarrant County, Texas, was approved via consent by City Council on February 15, 2022. (ZA22-0003) PLANNING AND ZONING COMMISSION ACTION: The February 3, 2022, Planning and Zoning Commission meeting was canceled due to inclement weather. Per the Texas Local Government Code, Chapter 212, Section 212.009(a), the plat was approved on February 6, 2022, due to inaction by the Commission within 30 days after filing the plat application for consideration by the City. CITY COUNCIL ACTION: February 15, 2022; Approved (6) on consent. STAFF COMMENTS: Attached is the Plat Revision approved by City Council on February 15, 2022.
