Action Requested: Award the contract for the construction of the Timarron Creek and BB-8 Erosion Protection project to David-Tehoungue, Ltd., Co. in an amount not to exceed $205,000. Background Information: The purpose of this project is to reinforce several areas where the city’s wastewater infrastructure has been exposed to excessive erosion. Sanitary sewer manholes and pipelines are exposed to stream flows, potentially compromising the integrity of the sewer system. The Timarron Creek portion of the project is located within the drainage easement between E. Continental Boulevard and Longford Drive in the Wyndsor Creek subdivision. The improvements at this location includes the construction of permanent erosion control and stream stabilization measures at three different sites where City of Southlake sanitary sewer facilities are near or within Timarron Creek. The BB-8 site is located between W. Continental Boulevard and Independence Parkway within the Big Bear Creek tributary BB-8 drainage easement. The improvements will restore soil cover and provide armoring protection to wastewater infrastructure that has become exposed. Solicitation of bids for this project began on November 6, 2022, and sealed bids were received and opened on December 13, 2022. The two proposals received for this project are shown below: Bidder Total Bid Amount David-Tehoungue, Ltd., Co. $ 164,490 ERS of MS, Inc. $ 261,261 Item 4C Page 2 of 2 City staff and the design consultant, KSA, have reviewed and scored two proposals using best-value criteria as the basis described in the project manual. The evaluation criteria for this bid were the contract price (50%), the reputation of the bidder including key personnel (15%), the reputation and quality of the bidder's goods or services (15%), the bidder's past relationship with the city (10%), and the bidder's responsiveness (10%). The evaluation of materials and references provided led to the recommendation of David- Tehoungue, Ltd., Co. for this project. The total bid from David- Tehoungue, Ltd., Co. came in at $164,490 for anticipated work; staff is requesting authorization for a total of $205,000 which includes $40,510 in contingency for construction expenses that may arise due to unforeseen field conditions. Financial Considerations: Funding for the contract award is budgeted as part of the approved FY 2022 Capital Improvement Program. This award is within the project budget.
