Agenda Item 1. Call To Order 2. Agenda Item 2A. Consent: Approval of the minutes from August 2, 2022 SPDC and Park Board joint meeting – Please make any corrections to the minutes part of the motion for consideration. 3. Agenda Item 3. Public Forum: Public Forum is the public's opportunity to address SPDC about non-agenda items. During Public Forum, SPDC will not discuss or take action on any item brought up at this time. 4. Agenda Item 4A. Consider: Recommendation on contract with Geo Surfaces, Inc. for the purchase and installation of synthetic turf at Bicentennial Park through a TIPS Cooperative Purchasing Contract for an amount not to exceed of $130,000 – The purpose of this item is to seek SPDC’s recommendation to approve a contract with Geo Surfaces, Inc. for the purchase and installation of synthetic turf at the Bicentennial Park playground. Funding was included in the FY 2023 SPDC Operating Budget to enhance the heavily utilized open space area within the playground. Although staff has made multiple attempts to keep the grass alive, the area has proven extremely difficult to maintain due to the heavy foot traffic. To enhance the area, staff plans to install artificial turf as a long-term solution. The Scope of the project includes all materials, labor and equipment necessary to install the synthetic turf and concrete base construction and shock pad. The $4,700 difference will be utilized as contingency for the project should any unforeseen expenses be incurred during the project. Geo Surfaces, Inc. is a TIPS contractor and meets the City and State bidding requirements by utilizing the TIPS cooperative purchasing group contract. A copy of the quote is included with this memo. City Council will consider this item on November 1st following the SPDC meeting. 5. Agenda Item 5A. APPROVAL OF THE MINUTES FROM THE JUNE 21, 2022, SOUTHLAKE PARKS DEVELOPMENT CORPORATION MEETING (SPDC ACTION ONLY). President Williamson presented Item 3A, and there were no questions from the board. PROPOSED BIRD WATCHING PROJECT (SPDC AND PARKS BOARD DISCUSSION AND FEEDBACK) Director of Community Services Chris Tribble presented Item 4A and answered questions from the Board. Both SPDC and Parks Board members agreed that a bird watching area would be ideal and unique; however, other funding options may need to be considered. The utilization of other bird watching facilities will need to be evaluated. 5.CONSIDERATION 5A. RECOMMENDATION ON THE PROPOSED FY 2023 SPDC OPERATING BUDGET. PUBLIC HEARING (SPDC ACTION ONLY).
