2. WELCOME NEW MEMBERS
The Southlake Library board members are: Place 1 — Lori Burr (Vice-Chair);
Place 2 —Will Doby (Chair); Place 3 —Virginia Hinkle; Place 4 — Guy MidKiff;
Place 5 — Christina Taggart; Place 6 — Natan Ton-That; and Place 7 —Tracy
Patton. Each member spoke briefly and shared something about themselves.

A. APPROVE MINUTES FROM THE REGULAR SOUTHLAKE LIBRARY
BOARD MEETING HELD SEPTEMBER 28, 2022

Southlake Library Board meeting.

4. DISCUSSION
A. Introduction to the Library
City Librarian Pfledderer introduced the library staff to the board members, which
includes 3 additional librarians, 4 full-time staff and 6 part-time library assistants.
The library's annual budget is $1,092,763 ($34 per capita), with a materials
budget of $154,950. The total square footage of the library is 10,420 plus an
additional 1,800 square feet of administrative space on the 2nd floor. City
Librarian Pfledderer highlighted the many services the library provides to patrons,
including over 41,000 books, movies and audiobooks in the physical collection,
online digital resources which include CloudLibrary, Libby, TexShare and Udemy
as well as the many programs offered throughout the year. An overview was
shared of what's new for the library in 2023.
City Librarian Pfledderer outlined how the Southlake Library compares to
surrounding index cities with respect to size (square feet), size of the collection,
item turn rate, and number of total program attendees. This same comparison
was also done across the nation for libraries serving a population of 30,000.
Other items discussed by City Librarian Pfledderer were the results of the
facilities master plan and library study background, the 2021 library survey and
the resident feedback, study goals and the creation of the Library Task Force,
and the Carillon Parc Public Spaces Steering Committee.

B. Role of the Library Board
City Librarian Pfledderer summarized the role of the Library Board and
emphasized that each member is an advisory voice to City Council and a
representation of the citizens of Southlake. Each member will work with other
City boards for planning and programming, recommend policies for the library
and recommend the adoption of standards for public library facilities. Board
members may receive requests for public funding and will review the annual
operating budget and any capital improvement project requests.
5. LIBRARIAN'S REPORT
City Librarian Pfledderer gave a summary of the fiscal year 2022. There were
325,325 print items circulated and 72,627 digital items circulated with 2,611
magazines circulated through Flipster. For the year, there were a total of 400,563
items circulated, which is down 4% from fiscal year 2021. There were 69,769
items checked out through digital resources which was a 19% increase from
fiscal year 2021 with an overall turn rate of 9.2 for fiscal year 2022. Programming
increased 77% during fiscal year 2022 which is the highest performance year-to-
date. Library traffic increased 21% and there was a 24% decrease in digital
services for fiscal year 2022. Services which saw an increase were computer
usage, study/meeting room reservations, new card registrations and volunteer
services. Notary services and interlibrary loans saw a decrease in services.
6. CARILLON PARC STEERING COMMITTEE UPDATE
Board member Doby gave a summary of the October 17, 2022, Steering
Committee meeting indicating it was an introductory meeting with Mayor Huffman
in attendance and stated that this was likely the last big capital building project.
7. LIBRARY FOUNDATION UPDATE
Board member Burr indicated that the launch of the library foundation website
has been delayed due to the updates to the sponsorship policy. One item of
focus is to place a logo on the library card for all founding members. While the
website is under construction, the foundation will focus on items from the library's
"wish list".
6. NEW BUSINESS
Board Chair Doby requested additional items to be added to the next Library
Board Agenda. There were no further items discussed.

7. PUBLIC FORUM
The public forum opened at 7:57 p.m. asking anyone wishing to speak to come
forward. Colleen Golestan, a 22-year Southlake resident, spoke regarding the
clarification and location of items contained in the many special collections
throughout the library. Guest Ted Risser attended the meeting to listen and
observe.
There being no further comments, the forum was closed at 8:01 p.m.
8. ADJOURNMENT
The next meeting will be scheduled for December 7, 2022. The meeting was
adjourned at 8:02 p.m.
