Thomas Easter No. 474 Addition, City of Southlake, Tarrant County, Texas, and located at
2801 E. Southlake Blvd., Suite 180, Southlake, Texas. SPIN Neighborhood #8.
• Current Zoning: “S-P-2 Generalized Site Plan District
• The purpose of this item is to gain approval of a specific use permit to allow a church within
the existing building.
Dear Property Owner,
Your property has been identified as being within 300 feet as the above referenced property that is being
considered for a Specific Use Permit. Because your property meets one or both of these criterion, state and
local laws grant you special privileges when the City considers such requests. They are as follows:
1) You are entitled to receive written notice from the City of Southlake about the proposed Specific
Use Permit and its associated public hearing held by the Planning and Zoning Commission if your
property is within 300 feet of the subject property. Written notice is sent to the listed property
owner(s) shown on the last approved City of Southlake tax roll;
2) If your property is within 200 feet of the proposed Specific Use Permit, and if you are opposed to
the requested action, you are entitled to file a formal Protest Petition with the City which can
ultimately affect the voting procedure of the City Council when they consider the proposed action.
If the owners of 20 percent of the area of the lots or land within 200 feet of the subject property
file a Protest Petition with the City, then an affirmative vote of three-fourths of the City Council is
required to approve the Specific Use Permit. All protests must be written, signed, and
acknowledged by the property owner as required by Section 46.3 of the City’s Comprehensive
Zoning Ordinance No. 480, as amended, in order for the protest to be valid.
If you wish to register your opposition or support to this case, you may complete the Notification Response
Form and either mail to the Planning & Development Services Department (address listed at the top of
notice), email a copy to the project case planner (email listed at the bottom of the notice) or fax a copy to the
department (fax number listed at the top of the notice).
You are encouraged to follow the requested action through final approval because changes are often made
during the review process.

A Brief Introduction to Arlington Chinese Church
Arlington Chinese Church was founded in 1980 in response to God's calling to minister to the
increasing Chinese population in Arlington, most of whom did not know the name of Jesus. Since its
opening, this Kingdom vision has been driving ACC to focus on missions both locally and globally. Over
the past 41 years, ACC has planted 6 churches, with 5 in the greater DFW area and 1 in Germany.
In 2017 the leadership of ACC sensed a calling from God to start another church in DFW. After a
thorough study of the most recent census, we found a large increase in the Chinese population in the
City of Southlake and the greater Southlake area. Attracted by the incredible school district as well as a
comfortable and convenient living environment, people from various locations and backgrounds have
moved into Southlake. Most of the Chinese population, especially those who have recently immigrated,
do not know God, and yet there is no Chinese church in this area. In response to God's guidance and this
great need, ACC felt led to start a ministry in Southlake.
Following God's guidance, we planned, established a core team, and started prayer meetings
and Bible studies. We have established a relationship with the Southlake Tutoring Academy for meetings
in person. God has led us and provided for us through every challenge. But as soon as we were poised to
begin, COVID-19 hit the whole world and greatly impacted our plan. However, assured of God's calling
for the ministry at Southlake, we continued everything we can in creative ways. With a balance of
caution in light of the pandemic and with the courage in the Lord, we started in-person and online
hybrid Bible studies in late 2020, and sometime later started having private Sunday worship services. In
the past year, God has been faithful to bring more people and blessings to us all.
Current Plan and Application for Specific Use Permit
As the situation of the pandemic is improving, after much prayer, we would like to officially
open our campus in Southlake and make our Sunday worship service public for anybody to join. We then
will be able to reach out and share the Gospel more effectively. To comply with city requirements, we
are applying for a Specific Use Permit from the City of Southlake.
We will use the facility on weekends only, with the following hours and purposes:
- Friday evenings 6:30-10:00 PM, for Bible studies and prayer meetings.
- Saturday evenings 6:30-10:00 PM, for set up and worship rehearsals.
- Sunday 9:30 AM-2:00 PM, for worship services, and Bible studies.
The room usage is marked in the attached site plan.
At present, we have about 20 participants at our Friday evening Bible study, 10 at our Saturday
evening rehearsals, and approximately 40 at our private worship services on Sunday mornings.
According to the occupancy limits of the facility and available parking space, we can use the facility until
we are more than 180 people, including adults and minors. There is still plenty of room for growth.
We appreciate your attention to this matter and humbly request that you approve our
application and issue a Specific Use Permit at your earliest convenience.
We pray that God’s will be done, and at the same time, we desire to witness the glory of God
and His power working through us in such a way as to bless the entire community of Southlake.

Friday evenings: depending on the number of people and groups, some or all the rooms are used for small group discussions.
Sunday morning: The Multi-Purpose Room is for the adult Worship service; Room 1-5, and the Computer Room are for Sunday school classes for different ages.
We will follow the capacity of each room as designated on the floor plan.
