Item 9A - Staff Report Case No. MSP22-0004 S T A F F R E P O R T November 29, 2022 CASE NO: MSP22-0004 PROJECT: Master Sign Plan for Crisp & Green EXECUTIVE SUMMARY: MH Signs of Texas is requesting approval of a Master Sign Plan for Crisp & Green located at 2438 E. Southlake Blvd., Southlake, Texas. REQUEST: The proposed Master Sign Plan includes sign regulations for: • Existing attached sign (approved sign permit) on the south elevation to change out the existing ampersand logo to an exposed LED ampersand logo; • 1 wall mural on the building at the drive thru window (west facing), no design provided and for information only (for the future consideration by the Arts Council, Sign Board, and City Council). The mural is included in the overall number of signs requested; • 2 exposed LED ampersand logo signs on the east elevation of the building and west elevation of the trellis structure; • Green and white LED lighting tubes on two facades of the trellis structures; • Non-lit ampersand logo with boxwood greenery (not live) on the west brick patio wall facing the patio seating area; • Directional sign located at the exiting drive thru lane (one new directional sign face has been installed in an existing brick directional sign structure with an approved sign permit.; • Request includes a total of 6 attached signs and one directional sign. Only 2 attached signs are permitted for each tenant space; • The existing monument sign meets the Sign Ordinance and is not included in this request; • Allow 25% of the square footage for each window area for window signs. In summary, the site will have 6 attached signs (including a mural), 2 directional signs (1 existing and not part of this request), 1 monument sign (existing and not part of this request), LED lighting on 2 facades of the trellis structures, and window signage up to 25% of each window. Southlake Blvd., Southlake, Texas LEGAL DESCRIPTION: Lot 1R1, Block 1, W. E. Mayfield Subdivision STRATEGIC LINK: C4 – Attract & keep top-tier businesses to drive a dynamic & sustainable economic environment HISTORY: December 7, 2021; City Council approved a site plan for Crisp & Green, as presented, and approved the following variances: Landscape Ordinance No. 544 as amended to allow the parking lot islands to remain as shown and Zoning Ordinance 480, Section 43.9.c.1.e, to allow the steel columns for the steel architectural screening as proposed; and also requiring the flashing pedestrian crossing sign to be installed as well as a rumble pad across the driveway subject to the staff recommendation and approval. (ZA21- 0085) SIGN BOARD: November 3, 2022; Approved (5-0) to table the item to the November 17, 2022 Sign Board meeting. November 17, 2022; Approved (6-0) subject to the Staff Report dated November 11, 2022; and specifically noting approval of Sign 1; noting on Sign 2 that they will have to come back for specific approval of a mural since there is not a mural for a recommendation to approve; specifically denying the recommendation for approval for Signs 3A and 3B; recommending approval on Sign 4, recommending approval on Sign 5; recommending approval on Sign 6, and recommending denial for the window signs for the 25 percent and they need to stay at 10 percent. STAFF COMMENTS: With the approval of site plan for Crisp & Green (ZA21-0085) the City Council motion required the flashing pedestrian crossing sign to be installed as well as a rumble pad across the driveway subject to the staff recommendation and approval. This sign is not included with this request. It is recommended that the applicant present the proposed mural design to the Arts Council and receive comments from the Arts Council prior to submitting a sign variance request for the Sign Board and City Council’s consideration. City Council approval of the proposed plan does not eliminate the requirement for appropriate sign application submittals prior to installation of signs.
