WORK SESSION: 1. CALL TO ORDER Work Session was called to order by Mayor John Huffman at 5:30pm. 2. INVOCATION: CLAYTON REED Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of allegiance to the United States and Texas Flags. 3. PRESENTATION TO MAYOR HUFFMAN BY NATAN TON-THAT ON BEHALF OF THE MILITARY ORDER OF THE WORLD WARS, DALLAS CHAPTER Mr. Natan Ton-That, on behalf of the Military Order of the World Wars presented Mayor Huffman with a Certificate of Leadership. 4. HOME FOR THE HOLIDAYS – CHRISTMASTIME IN SOUTHLAKE Director of Economic Development and Tourism Daniel Cortez provided an overview of the upcoming Home for the Holidays – Christmastime in Southlake tree lighting event. 5. PARKS AND RECREATION AWARDS (PRESENTATION AND PHOTO OP) ITEM 4A REGULAR CITY COUNCIL MEETING MINUTES, NOVEMBER 15, 2022 Page 2 of 6 Assistant to the Director of Community Services Milenka Lopez provided an overview of the four awards recently received by the Community Services department for excellence in parks, recreation, and public art programming, and operations. 6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Huffman reviewed the items on the consent agenda. REGULAR SESSION: Immediately following the work session 1. CALL TO ORDER Regular Session was called to order by Mayor Huffman at 5:55pm. 2A. EXECUTIVE SESSION Mayor Huffman announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney, and Section 551.087 deliberation regarding economic development negotiations. City Council adjourned for Executive Session at 5:55pm. Executive Session began at 6:09pm and concluded at 7:03pm. 2B. RECONVENE Mayor Huffman reconvened the meeting at 7:12pm. 3. REPORTS: 3A. MAYOR’S REPORT 3B. CITY MANAGER’S REPORT 3B1. FINANCIAL REPORT (WRITTEN) CONSENT AGENDA: All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Councilmember or citizen so requests, in which event the item will be removed from the general order of business and considered in its normal sequence. 4. CONSENT: 4A. APPROVE MINUTES FROM THE NOVEMBER 1, 2022, REGULAR CITY COUNCIL MEETING. REGULAR CITY COUNCIL MEETING MINUTES, NOVEMBER 15, 2022 Page 3 of 6 4B. CITY COUNCIL CONFIRMATION OF THE CITY MANAGER’S APPOINTMENT OF DENNIS KILLOUGH AS THE DIRECTOR OF PLANNING & DEVELOPMENT SERVICES. 4C. APPROVE AN INTERLOCAL AGREEMENT (ILA) WITH THE CITY OF GRAPEVINE TO PROVIDE UTILITY SERVICES FOR TWO LOTS OF FERGUSON PLACE AND FOR A COST SHARING AGREEMENT IN AN AMOUNT NOT TO EXCEED $93,000 FOR IMPROVING STORMWATER MANAGEMENT OF THE DOVE CREEK BASIN LOCATED IN THE CITY OF SOUTHLAKE. 4D. AWARD THE CONTRACT FOR THE CONSTRUCTION OF THE SHADY OAKS DRIVE WATER IMPROVEMENTS PROJECT UPSIZING THE EXISTING 6-INCH WATER MAIN TO A 12-INCH WATER MAIN, TO DOUGLAS DAILEY CONSTRUCTION, LLC IN AN AMOUNT NOT TO EXCEED $1,260,000. 4E. APPROVE CONTRACT WITH CROWLEY SPORTS OFFICIALS FOR SPORTS OFFICIATING AND SCOREKEEPING SERVICES IN THE AMOUNT NOT TO EXCEED $190,000. 4F. REJECT ALL BID PROPOSALS FOR THE SOUTHLAKE PICKLEBALL COMPLEX PROJECT. 4G. VARIANCE TO THE SUBDIVISION ORDINANCE NO. 483, AS AMENDED, SECTION 5.06 REQUIRING A MINIMUM 5-FOOT-WIDE RESIDENTIAL SIDEWALK ALONG THE STREET FRONTAGE OF LOT 16, H. DECKER NO. 438 ADDITION LOCATED AT 1218 WOODSEY CT., SOUTHLAKE, TARRANT COUNTY, TEXAS. 4H. APPROVE THE PURCHASE OF CISCO SWITCHING FOR LEVEL 3 NETWORK RING, LICENSES, AND INSTALLATION SERVICES FROM PRESIDIO IN AN AMOUNT NOT TO EXCEED $505,000. 4I. APPROVE THE PURCHASE OF PALO ALTO FIREWALLS, LICENSES, AND INSTALLATION SERVICES FROM PRESIDIO IN AN AMOUNT NOT TO EXCEED $343,000. APPROVED Motion was made to approve the Consent Agenda Items 4A-4I, as written, and moved Item 8A from the Regular Agenda to the Consent Agenda, appointing Kara Carreras- Clubb to Metroport Teen Court with a term expiring October 2024. PUBLIC FORUM Mayor Huffman opened the public forum at 7:14pm. Arnold Yan, 207 Meadowlark Lane, spoke about police misconduct. Colleen Golestan, 708 Bryson Way, spoke about the protection of marginalized community in Southlake. There being no one else wishing to speak, Mayor Huffman closed the public forum at 7:21pm. 6. ORDINANCES, SECOND READINGS, PUBLIC HEARINGS, AND RELATED ITEMS: 6A. ORDINANCE NO. 1267, 2ND READING, ADOPTING THE 2023 STANDARDS OF CARE FOR THE RECREATION PROGRAMS FOR ELEMENTARY SCHOOL AGE CHILDREN OPERATED BY THE COMMUNITY SERVICES DEPARTMENT. PUBLIC HEARING APPROVED Director of Community Services Chris Tribble presented Item 6A and answered questions from Council. Mayor Huffman opened the public hearing at 7:23pm. Colleen Golestan, 708 Bryson Way, spoke in opposition to this item. There being no one else wishing to speak, Mayor Huffman closed the public hearing at 7:26pm. Motion was made to approve Item 6A, Ordinance No. 1267, 2nd Reading, adopting the 2023 Standards of Care for the recreation programs for elementary school age children operated by the Community Services Department. Motion: Williamson Second: McCaskill Ayes: Talley, Robbins, McCaskill, Huffman, Smith, Torres-Lepp, Williamson Nays: None Approved: 7-0 ORDINANCE NO. 1267 AN ORDINANCE ESTABLISHING STANDARDS OF CARE FOR THE RECREATION PROGRAMS FOR ELEMENTARY SCHOOL AGE CHILDREN OPERATED BY THE REGULAR CITY COUNCIL MEETING MINUTES, NOVEMBER 15, 2022 Page 5 of 6 CITY; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. 7. ORDINANCES, FIRST READINGS, AND RELATED ITEMS: (THERE ARE NO ITEMS ON THIS AGENDA.) 8. RESOLUTIONS: 8A. RESOLUTION NO. 22-033, APPOINTING A MEMBER TO FILL A VACANCY ON METROPORT TEEN COURT. APPROVED UNDER CONSENT 9. OTHER ITEMS FOR CONSIDERATION: 9A. SV22-0012, SIGN VARIANCE FOR THE LEARNING EXPERIENCE LOCATED AT 100 RIVER OAKS DRIVE, SOUTHLAKE. APPROVED Director of Planning & Development Services Dennis Killough presented Item 9A and answered questions from Council. Motion was made to approve Item 9A, SV22-0012, Sign Variance for the Learning Experience located at 100 River Oaks Drive, subject to the Staff Report dated November 8, 2022, and noting the following: - Approve Option 2 allowing a larger than permitted logo height of 35 inches with face lit white letters on the east façade; and, - And noting the previous request for block letters and numbers on the east elevation columns have been removed from this sign variance.
