MEMBERS PRESENT: Daniel Kubiak, Craig Rothmeier, Michael Springer, Gina Phalen,
and Austin Reynolds
MEMBERS ABSENT: Scott Dyche, and Michael Forman
STAFF PRESENT: Interim Director of Planning and Development Services Dennis
Killough and Commission Secretary Morgan Barclay.
WORK SESSION:
1. CALL TO ORDER: 6:00 P.M.
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas
Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate
herein. Executive Session may be held, under these exceptions, at the end of the
Regular Session or at any time during the meeting that a need arises for the Planning
and Zoning Commission to seek advice from the City Attorney as to the posted
subject matter of this Planning and Zoning Commission meeting. Section 551.071:
Consultation with attorney.
No executive Session was held.
3. Recap of City Council’s action and discussion on Planning and Zoning recommended
cases.
4. Carillon Parc Public Spaces Steering Committee Report.
5. Staff presented an overview and addressed questions on agenda item #6.
6. Adjournment.

B. Reconvene: No action was taken during Executive Session.
3. ADMINISTRATIVE COMMENTS.
Interim Director of Planning and Development Services Dennis Killough advised that the
next Corridor Planning Committee meeting will be on November 09, 2022. Director
Killough also advised that the last Planning and Zoning meeting of the year will be held
on November 17, 2022.
4. CHAIRMAN COMMENTS
Chairman Daniel Kubiak thanked Director Killough for his knowledge of planning and
zoning during his tenure as Deputy Director.

held on October 20, 2022.

6. Consider: ZA22-0053 Final Plat for Carillon Parc Phase 1A property described as
Tracts 1, 1D, 1E, 1F, 1G, 3A, 3A01, 3A03, 3A04, 3A04A, 3A05, and 3A01B, Larkin
H. Chivers Survey, Abstract No. 300, City of Southlake, Tarrant County, Texas and
located at 1775, 1781 and 1801 N. White Chapel Blvd., 1840 Riviera Ln., 201 E.
Kirkwood Blvd., 1700 N. Carroll Ave. (addressed as 1900 N. Carroll Ave. by Tarrant
Appraisal District) and 100 through 300 E. State Hwy. 114, generally located east of
N. White Chapel Blvd., south of E. Kirkwood Blvd., west of Riviera Ln., and north of
E. State Hwy. 114.
Interim Director Killough gave a brief presentation of item number 6 , per Chairman
Kubiak’s request, as the item was presented in the work session.
The applicant John Terrel, 1710 Hunters Creek in Southlake, came forward to answer
questions.
Chairman Kubiak opened the public hearing. Seeing no one Chairman Kubiak closed
the public hearing.
