Metroport Teen Court.

Requested: Approve Resolution No. 22-033, appointing a member to fill a vacancy.
Background
Information: Each year, the City Council appoints members of the public to various
boards, commissions and committees. Each member is appointed for
a two-year term, unless indicated otherwise. Members of the public
indicate their interest to volunteer by submitting a completedapplication
to the City Secretary's Office. Applications are available on the City's
website and from the City Secretary's Office.
On May 15, 2012, Council discussed the current appointment process
for boards, commissions and committees. At this meeting, Council
directed staff to implement bi-annual appointments to ease the process
for Council, staff and applicants. At the direction of Council, staff
prepared a schedule which allows Council the opportunity toreview
applications and appoint members in the months of June and October.
On August 16, 2022, Council approved Ordinance No. 1228A,
amending member terms and providing Council the authority to appoint
chairs.
On September 16, 2022, Council received a binder that included
applications filed with the City Secretary's Office for these boards as
well as an outline of each board detailing the current membership, terms
expiring, and noting existing members who expressed an interest to be
reappointed.
On October 4, 2022, Council appointed the following member to
Metroport Teen Court, however, Uma Devireddy, declined the
appointment. Mr. Danny Batsaklin and Ms. Kara Carreras-Clubb applied
for Metroport but were not appointed; and, Ms. Clubb has stated having
an interest in serving on Metroport. For reference, included in this
memo, is Resolution No. 22-020, which outlines all appointments made
in October, as well as Mr. Batsaklin and Ms. Clubb's applications.

RESOLUTION NO. 22-020
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO POSITIONS ON
THE ALLIANCE FOR COMMUNITY ENGAGEMENT, COMMUNITY
ENHANCEMENT AND DEVELOPMENT CORPORATION, CRIME
CONTROL AND PREVENTION DISTRICT BOARD, LIBRARY BOARD,
METROPORT TEEN COURT, SENIOR ADVISORY COMMISSION,
SOUTHLAKE ARTS COUNCIL, AND ZONING BOARD OF
ADJUSTMENT AND PROVIDING AN EFFECTIVE DATE.
Whereas, the City Council appoints members of the public to boards, commissions
and committees to serve a two-year term, unless indicated otherwise; and
Whereas, each appointee shall be a citizen of Southlake and be a registered voter;
and
Whereas, the membership and qualifications for each board, commission and
committee are identified by City Charter, ordinance, or resolution; and
Whereas, the City Council will make bi-annual appointments for Council -appointed
boards; and
Whereas, the City Council desires to appoint members to positions on the following
boards:
• Alliance for Community Engagement
• Community Enhancement and Development Corporation
• Crime Control and Prevention District Board
• Library Board
• Metroport Teen Court
• Senior Advisory Commission
• Southlake Arts Council
• Zoning Board of Adjustment
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All the findings in the preamble are found to be true and correct and the City
Council does hereby incorporate said findings into the body of this
resolution as if copied in its entirety.
Section 2. The following citizens are appointed to serve as board, commission or
committee members for the stated terms and until their successors have
been duly appointed and qualified by Council.

My family and I moved to Southlake last year after visiting and absolutely falling in love with the community.
We have three kids - Maksim is 14, Lyla is 12 and Barron is 7, and they all attend Southlake schools. We
are very excited to be a part of the community and I am extremely passionate about getting involved to
ensure that Southlake continues to be an amazing place!

Whereas, the Southlake Parks Development Corporation shall elect a Chair and Vice

Whereas, the Southlake Charter Section 11.03 states the Planning and Zoning
Commission shall annually elect a Chairman from its membership; and,
therefore the City Council will not be appointing a Chairman to the Planning
and Zoning Commission.
