Information:
Reject all bid proposals for the Southlake Pickleball Complex project.
The design and development of a pickleball complex at Bicentennial
Park was prioritized within the adopted Southlake 2035 Parks,
Recreation and Open Space Master Plan and the FY 2023 SPDC
CIP.
The project scope includes nine pickleball courts, fencing, lighting,
pavilion, restroom, staff office, shade structures, benches, tables,
chairs, landscape, hardscape, irrigation, trail connectivity and other
park amenities.
The City received and opened seven sealed bids for this project on
August 11, 2022. The bids received are shown in the following bid
tabulation:

Funding in the amount of $3,850,000 is included within the FY 2023
SPDC CIP for this project. As detailed within the following table, the
best value bid for construction was $3,547,000 (including owner
contingency), and the additional costs of the project such as design,
security, A/V, IT and soft cost contingency total $573,000 leading to
a budget shortfall of $270,000.

Staff attempted to bring the project costs within the approved budget
by exploring a number of value engineering alternatives with the best
value contractor and the City's IT/AV and networking vendors.
However, the total project costs could not be brought within budget
without affecting programmatic requirements for the project.
Additionally, from a risk perspective, staff believes the City may be
at risk of facing an extraordinary number of change orders should the
project award proceed.
Therefore, at this time, staff recommends that it is in the best interest
of the City for the City Council to reject all bid proposals.
