Subject: Award the contract for the construction of the Shady Oaks Drive
Water Improvements project upsizing the existing 6-inch water
main to a 12-inch water main, to Douglas Dailey Construction,
LLC in an amount not to exceed $1,260,000.
Action
Requested: Award the contract for the construction of the Shady Oaks Drive
Water Improvements project upsizing the existing 6-inch water main
to a 12-inch water main, to Douglas Dailey Construction, LLC in an
amount not to exceed $1,260,000.
Background
Information: The project will install a 12-inch water main along Shady Oaks Drive
from West Highland Street to Fox Glen, replacing the existing 6-inch
water. Identified in the City's Water Master Plan, the project will
improve water quality and increase system capacity within the
distribution system.
Solicitation of bids for this project began on September 11, 2022, and
sealed bids were received and opened on October 14, 2022. The
three proposals received for this project are shown below:

City staff and the design consultant, Freeman-Millican, Inc., have
reviewed and scored three proposals using best -value criteria as the
basis described in the project manual. The evaluation criteria for this
bid were the contract price (50%), the reputation of the bidder
including key personnel (15%), the reputation and quality of the
bidder's goods or services (15%), the bidder's past relationship with
the city (10%), and the bidder's responsiveness (10%). The
evaluation of materials and references provided led to the
recommendation of Douglas Dailey Construction, LLC for this
project. The total bid from Douglas Dailey Construction, LLC came

in at $1,048,068 for anticipated work plus alternate bid; staff is
requesting authorization for a total of $1,260,000 which includes
$211,932 in contingency for construction expenses that may arise
due to unforeseen field conditions.
Financial
Considerations: Funding for this agreement is budgeted as part of the approved
Capital Improvement Program FY2008, FY2013 and FY2023. This
agreement is within the project budget.

Objectives, F2: Invest To Provide & Maintain High Quality Public

Review: The proposed agreement is a standard agreement that the City
Attorney has reviewed and approved.
