Item 4C - MemoItem 4C 13CITY OF SOUTHLAKE MEMORANDUM (November 15, 2022) To: Shana Yelverton, City Manager From: Rob Cohen, Director of Public Works Subject: Approve an Interlocal Agreement (ILA) with the City of Grapevine to provide utility services for two lots of Ferguson Place and for a cost sharing agreement in an amount not to exceed $93,000 for improving stormwater management of the Dove Creek Basin located in the City of Southlake. Action Requested: Approve an Interlocal Agreement (ILA) with the City of Grapevine to provide utility services for two lots of Ferguson Place and for a cost sharing agreement in an amount not to exceed $93,000 for improving stormwater management of the Dove Creek Basin located in the City of Southlake. Background Information: The Ferguson subdivision is primarily located within the City of Grapevine with two lots and a portion of the proposed roadway located within the City of Southlake. Currently, the City of Southlake does not have sanitary sewer service in this area and cannot easily provide sanitary sewer service to the two lots within the city boundaries. The City of Grapevine has both water and sanitary sewer services directly adjacent to the two lots within the City of Southlake and has agreed to include these lots within their service boundary. Also, since majority of the subdivision is located within the City of Grapevine, the City of Grapevine agreed to provide refuse service to the two lots within the City of Southlake. As part of the annual Capital Improvement Program (CIP), City Council authorizes annual funds for storm drain projects. The City of Grapevine requested the Developer of Ferguson Place to construct storm drain infrastructure along Lonesome Dove Rd to reduce runoff downstream and alleviate some of the drainage problems downstream of the Ferguson subdivision within both the City of Southlake and the City of Grapevine. For FY 2023, City staff was asked to partner with the City of Grapevine to reimburse the Developer for construction of said storm drain infrastructure. The City of Grapevine and the City of Southlake have teamed up Page 1 of 2 Item 4C previously to re -grade the bar ditches along Lonesome Dove to help alleviate the drainage problems along Lonesome Dove Road, however, these improvements have not completely solved the problems. As part of this partnership, the City of Grapevine will pay the Developer $197,000, roughly two thirds of the cost to construct the storm drain infrastructure and Southlake will pay the Developer the remaining third of the cost to construct the storm drain infrastructure in the amount of $93,000. Funding for this agreement is budgeted in the FY 2023 Capital Improvements Program. The City of Southlake and the City of Grapevine have provided similar services on previous projects such as Kimball Road from Shady Lane to Dove Road, the Simmons Addition subdivision, and the Nolen Drive Connector. Financial Considerations: The total costs shared by the cities of Grapevine and Southlake are estimated at $290,000. As defined in the ILA, Southlake will cover roughly one third of the project costs, estimated at $93,000. The not to exceed amount includes contingency for unforeseen costs. Funding for this agreement is budgeted in the FY 2023 Capital Improvements Program.
