Item 4B - MemoITEM 413 ICITY OF SOUTHLAKE MEMORANDUM November 7, 2022 TO: Shana Yelverton, City Manager FROM: Stacey Black, Senior Director of Human Resources SUBJECT: City Council confirmation of the City Manager's appointment of Dennis Killough as the Director of Planning & Development Services. Action Requested: City Council confirmation of the City Manager's appointment of Dennis Killough as Director of Planning and Development Services for the City of Southlake. Background Information: Chapter 4 of the Southlake Charter requires that "The head of each department shall be a chief, director, or superintendent who shall be appointed by the City Manager subject to the approval of the Council and such chief, director or superintendent shall have supervisory authority and financial control over his/her department." Dennis Killough has over 38 years of experience in municipal planning, civil engineering, and surveying. He joined the City of Southlake in 1994 as a Planning Technician. Over the last 28 years, Mr. Killough has served increasingly responsible roles with the City, including Planning Technician, Planner I, Senior Planner, and Chief Planner. Most recently, Mr. Killough served as the Deputy Director of Planning and Development Services, a position he has held since 2007. He is a Certified Planner from the American Institute of Certified Planners and holds a Bachelor of Science degree in Geography from the University of North Texas. Throughout his tenure with the City, Mr. Killough has had a very positive reputation with the Planning & Zoning Commission, the development community, and residents. He brings extensive organizational and institutional experience and knowledge to the role. In addition, he has served as a productive member of the executive leadership team in a deputy role and has provided strong leadership to the Planning and Development Services team. As the Director of Planning and Development Services, Mr. Killough November 7, 2022 ITEM 413 Page 2 will assume full management and leadership responsibilities for the Planning and Development Services department. He will manage and supervise all department activities, including development administration and review processes, comprehensive planning, building inspections, and code enforcement. In addition, he will be appointed as the Administrative Official (Zoning Administrator) for the City of Southlake. Mr. Killough's appointment provides for management continuity and stability for the organization and provides no negative budgetary impact. With your ratification, Mr. Killough's appointment will be effective on November 16, 2022. Financial Considerations: City Manager Yelverton has extended an offer of promotion to Mr. Killough with a monthly salary of $12,542 plus the standard executive benefits package.
