MEMBERS PRESENT: Daniel Kubiak, Michael Forman, Craig Rothmeier, Michael
Springer, Gina Phalen, Scott Dyche, and Austin Reynolds

STAFF PRESENT: Sr. Director of Planning and Development Services Ken Baker;
Principal Planner Reagan Rothenberger; and Commission Secretary Morgan Barclay.

1. CALL TO ORDER:
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas
Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate
herein. Executive Session may be held, under these exceptions, at the end of the
Regular Session or at any time during the meeting that a need arises for the Planning
and Zoning Commission to seek advice from the City Attorney as to the posted
subject matter of this Planning and Zoning Commission meeting. Section 551.071:
Consultation with attorney.
No executive Session was held.

4. CONSIDER: APPROVAL OF THE MINUTES FROM THE OCTOBER 06, 2022, SIGN
BOARD MEETING.
A motion was made to approve item 4, the minutes from the October 06, 2022, Sign Board
meeting.

5. CONSIDER: SV22-0011 Sign Variance for the Original Chop Shop located at 111
S. Village Center Drive, Southlake, Texas.
Item 5 was presented in the work session. Principal Planner Regan Rothenberger
provided a quick presentation per the Chairman’s request. Questions were asked.
Applicant Kathrine Moults, 8522 Fairway Bend, came forward to speak and answer
questions.
A motion was made to approve item 5, SV22-0011, subject to the staff report dated
October 14, 2022, noting specifically that the recommendation with respect to sign A1
and A2 excludes a cabinet sign approval. With respect to sign B that the applicant
brings an option with a 6 foot and an option with a 4 foot including rendering of what the
sign would look like as you approach from Southlake Blvd. Finally on the awnings for
C1, C2, D1, D4 that the awning does not have any writings.

6. Consider: SV22-0012 Sign Variance for The Learning Experience located at 100
River Oaks Drive, Southlake, Texas.
Item 6 was presented during work session. Principal Planner Regan Rothenberger gave a
quick presentation per the Chairman’s request. Questions were asked.
Applicant Kurt Horack, with Priority Signs and Graphics, 605 Vicksburg Court, came forward
to speak and answer questions.
A motion was made to approve item 6 SV22-0012 subject to the staff report dated October
14, 2022 noting specifically that the Commission is not making a recommendation in regard
to the monument sign request. With respect to the column signs those signs are denied and
with respect to the logo the option is to have logos on the east and south that comply with
the ordinance or have a larger logo like as presented on the east and no logo on the south.
Finally with respect to the rest of the Learning Experience sign recommend approval on that
for the east side and only recommend approval on the south side being neutral and not
colored.
