PROJECT: Sign Variance for the Original Chop Shop EXECUTIVE
SUMMARY: Chandler Signs is requesting approval of sign variances to Sign Ordinance No.
704, as amended, for The Original Chop Shop located at 111 S. Village Center
Drive, Southlake, Texas.
DETAILS: The property is located at the southeast corner of the intersection of S. Village
Center Drive and E. Southlake Blvd.
The applicant is requesting variances to allow:
• Larger than permitted letter heights and sign area on the north (Sign A1)
and west (Sign A2) facades of the building;
• Allow a tag line cabinet on each of the north (Sign A1) and west (Sign A2)
signs;
• Allow 2 signs on the west facade;
• Allow 3 signs (north and west facades) for a lease space where only two
are permitted.
• A logo height that is larger than permitted (Sign B) on the west facade;
• Allow 6 vertical striped fabric awnings (C1, C2, & D1- D4) on the west
facade first floor windows and door;
The proposed attached signs (A1 and A2) will have internally illuminated, white
faced, 5-inch channel letters on the north and west elevations. Both signs will
include an internally illuminated by white LEDs and white acrylic letters on a blue
cabinet sign. A carved logo sign with externally illumination by gooseneck lights
will be located on the west façade.

BACKGROUND INFORMATION
APPLICANT: Chandler Signs
OWNER: Southlake Commons Holdings, LLC
PROPERTY SITUATION: 111 S. Village Center Drive, Southlake
LEGAL DESCRIPTION: Lot 2, Block 1, Gumm Scifres Addition
CURRENT ZONING: “S-P-1” Detailed Site Plan District
STRATEGIC LINK: C4 – Attract & keep top-tier businesses to drive a dynamic & sustainable
economic environment
HISTORY: October 15, 2013; City Council approved a zoning change and site plan from
“O-1” Office District to “S-P-1” Detailed Site Plan District to allow limited “C-
2” Retail Commercial District uses to construct a two-story, 8,800 square foot
addition on to the existing one-story, 4,100 square foot bank building on site
now and currently occupied by Modia Home Theatre store; noting approval
of the variance to the driveway ordinance; the clock depicted on the building
renderings will be a working clock; green screening wall on the south
elevation will be enhanced with a cross vine vegetation; applicant will extend
the stone planter on the eastern side of the north elevation similar to what is
depicted on the west side of the north elevation; and, the applicant will frame
the doors on the north elevation complementary to the other doors noted on
the renderings presented to Council.(ZA13-075)
November 16, 2021; A sign variance was approved for Mody Southlake to
allow up to two (2) upper story signs on the north elevation for the two second
floor tenants, one monument sign on E. Southlake Blvd., and upper story
white cove lighting on the east, north, and west elevations of the building.
The upper story signs may not be congruent with the lease spaces as the
tenants and the lease areas have not been determined at this time. (SV21-

STAFF COMMENTS: City Council approval of the proposed signs does not eliminate the
requirement for appropriate sign application submittal prior to the installation
of the sign. Please contact Seantay Carpenter at 817-748-8215 or

inspection.
Variance Criteria:
9.6.2 VARIANCES
a. Variance Authorized. The City Council may authorize variances to any
restriction set forth in this ordinance, including but not limited to the
number, type, area, height, or setback of signs, or any other aspect
involved in the sign permitting process.
b. Approval Standards. In granting any variance, City Council shall
consider the following criteria:

(i) Special conditions exist which are peculiar to the land, structure
or building involved and are not applicable to other lands,
buildings or structures in the same zone. The City may attach
such conditions to granting all or a portion of any variance
necessary to achieve the purpose of this ordinance, and;
(ii) The strict interpretation of the provisions of the ordinance would
deprive the applicant of rights commonly enjoyed by other
properties in the same zone under the terms of the ordinance,
and;
(iii) The special conditions and circumstances do not result from the
actions of the applicant and such conditions and circumstances
do not merely constitute pecuniary hardship or inconveniences,
and;
(iv) Granting the variance will meet the objectives of the ordinance
and not be injurious to the adjoining property owners or otherwise
detrimental to the public welfare, and;
(v) The request will be the minimum variance necessary to alleviate
the special hardship or practical difficulties faced by the applicant
in meeting the requirements of this ordinance; and;
(vi) Granting of the variance will be in harmony with the spirit and
purpose of this sign ordinance.
(vii) Granting of a variance shall be specific to the subject sign(s). Any
modification of the signage approved by the variance or the
installation of new or replacement signage that does not meet the
specific requirements of the City Council variance approval is
prohibited and will be deemed non-compliant.
Application Process. Any request for a variance shall be made to the
Administrative Official and be accompanied by a completed application and
a non-refundable filing fee in the amount specified in the current fee schedule
adopted by City Council. The sign variance will be considered by the City
Council following a recommendation by the Sign Board. The Sign Board’s
recommendation will be forwarded to the City Council for their consideration.
