PROJECT: Sign Variance for Mesero and Cork and Pig Tavern
EXECUTIVE
SUMMARY: Mesero is requesting approval of a variance to Sign Ordinance No. 704, as
amended, and to the Shops of Southlake (MSP) for two tag lines attached
building signs and to add white neon building white accent lighting along the
building and patio roof lines of both Mesero and the Cork and Pig Tavern.
Mesero is located at 1471 E. Southlake Blvd., Southlake, Texas. The Cork and
Pig Tavern is located at 1451 E. Southlake Blvd., Southlake, Texas.
REQUEST
DETAILS: The Mesero lease space is generally located approximately 180 feet southwest of
Central Avenue and E. Southlake Blvd. intersection and located within the Shops
of Southlake. The Cork and Pig Tavern lease space is located west of the Mesero
building and approximately 270 feet west southwest of Central Avenue and E.
Southlake Blvd. intersection and located within the Shops of Southlake.
The purpose of the request for Mesero is to receive approval of a variance to the
Sign Ordinance No. 704, as amended, and the Shops of Southlake Master Sign
Plan, to allow 2 previously approved tag lines on the north and south attached
signs to change to backlit amber LED illuminated tag lines. The approved tag line
letters on the south elevation of Mesero are proposed to increase in height
approximately 1 inch, from 6 ¼ inch to 7¼ inch, and the width of the tag line
increase by approximately 1.5 feet to proportionally to fit within the façade area.
The approved tag line letters on the north elevation of Mesero are proposed to
increase in height approximately 3 inches, 6 ¼ inch to 9 inch and the width of the
tag line increased by approximately 5 feet to proportionally to fit within the façade
area. The signs require a variance to the sign width on the façade due to the tag
line on each façade exceeding the allowable 75% of the facade width.
Mesero and the Cork and Pig Tavern are requesting a variance to the Sign
Ordinance No. 704, as amended, to allow LED lighting along the top of the
building and patio roof lines. The Mesero building is proposing accent lighting on
all 4 sides of the building and the west enclosed patio roof. The Cork and Pig
Tavern is proposing accent lighting on the north, east and south roof and east
patio roof. The lighting is intended only to create a soft glow and will be low
wattage (approximately 4 watts per lineal foot) and a soft white color (3000K).
The inclusion of this LED lights at the tops of the buildings is only intended to
enliven the area and help make the restaurants successful.

City Council approved a sign variance for Hollywood Feed to allow an
existing sign from a previous location in Southlake to be located on the
front south elevation lease space and allowed a revised compliant sign to
be located on the north elevation on June 2, 2020. (SV20-0008)
City Council approved a sign variance request for St. Bernard an attached
building sign with a back lit backer plate located on the west elevation and
not within the required middle 75% of the façade on May 18, 2021. (SV21-

City Council approved a sign variance request for Nordstrom Rack for an
attached building sign with larger that permitted individual internally
illuminated channel letters and that the applicant can consider face lit or
back lit channel letters in an approved color or any sign type that meets
the Sign Ordinance on May 18, 2021. (SV21-0011)
SIGN BOARD: November 4, 2021; Approved (6-0) subject to the Staff Report dated
November 3, 2021, revised; and noting the applicant’s willingness to
address potential size differences, in particular, on the west elevation
and potentially bringing in a size option for City Council for a 55-inch
size version; also, noting the applicant’s willingness to address the
design of each sign with the tag line location being below the name as
opposed to on each side of the name; also, noting the applicant’s
willingness, with regard to the lighting, to bring in images from different
locations; and also noting, the applicant’s willingness perhaps, to bring
forward an image of the cabinet sign complying with the Sign Ordinance
rather that being a straight cabinet sign.
CITY COUNCIL: November 16, 2021; Approved (7-0) on the Consent Agenda.
STAFF COMMENTS: The application exhibits are part of this report. City Council approval of
the request does not eliminate the requirement for an appropriate sign

The raceway color and backlit LEDs will be required to meet the Sign
Ordinance No. 704.
Variance Criteria:
9.6.2 VARIANCES
a. Variance Authorized. The City Council may authorize variances to
any restriction set forth in this ordinance, including but not limited to
the number, type, area, height, or setback of signs, or any other
aspect involved in the sign permitting process.
b. Approval Standards. In granting any variance, City Council shall
consider the following criteria:
(i) Special conditions exist which are peculiar to the land,

structure or building involved and are not applicable to other
lands, buildings, or structures in the same zone. The City
may
attach such conditions to granting all or a portion of any
variance necessary to achieve the purpose of this ordinance,
and;
(ii) The strict interpretation of the provisions of the ordinance
would deprive the applicant of rights commonly enjoyed by
other properties in the same zone under the terms of the
ordinance, and;
(iii) The special conditions and circumstances do not result from
the actions of the applicant and such conditions and
circumstances do not merely constitute pecuniary hardship or
inconveniences, and;
(iv) Granting the variance will meet the objectives of the ordinance
and not be injurious to the adjoining property owners or
otherwise detrimental to the public welfare, and;
(v) The request will be the minimum variance necessary to
alleviate the special hardship or practical difficulties faced by
the applicant in meeting the requirements of this ordinance;
and;
(vi) Granting of the variance will be in harmony with the spirit and
purpose of this sign ordinance.
(vii) Granting of a variance shall be specific to the subject sign(s).
Any modification of the signage approved by the variance or
the installation of new or replacement signage that does not
meet the specific requirements of the City Council variance
approval is prohibited and will be deemed non-compliant.
Application Process. Any request for a variance shall be made to the
Administrative Official and be accompanied by a completed application
and a non-refundable filing fee in the amount specified in the current fee
schedule adopted by City Council. The sign Board’s recommendation will
be forwarded to the City Council for their consideration.
