MATERIALS BINDER CHARTER, PURPOSE & ROLES LIBRARY PERFORMING ARTS PUBLIC PARK PUBLIC ART CHARTER & PURPOSE The purpose of the Carillon Parc Public Space Steering Committee is to provide general governance oversight for planning and development of public spaces and associated amenities to be included in the Carillon Parc development. The Steering Committee will consider and advise City Council on the project vision, goals and objectives to establish the framework for public space decision making. Using master plans, technical studies, and Library Task Force Recommendations as a guide, the Steering Committee will advise City Council and appropriate boards and commissions on project funding and financial plans, conceptual plans, and other matters as requested for the Carillon Parc public spaces. STEERING COMMITTEE’S ROLE Attend & participate in Steering Committee meetings. Share and seek community feedback through Open House/Town Hall meetings. Develop recommendations including building size & function, architectural style, parking & access, outdoor spaces, pedestrian connectivity, programming, & public art. Present recommendations to appropriate Boards and City Council for consideration. Seek feedback from Board regarding the project. Share any Board feedback with the Steering Committee for consideration. Present recommendations to Board for consideration, review or comments as appropriate. CITY COUNCIL UPDATE Committee will review work and finalize preliminary recommendations to include building size and function, architectural style, parking & access, outdoor space, pedestrian connectivity, programming, and public art. PRELIMINARY RECOMMENDATIONS Introductions, review charter, and other relevant materials to provide foundational context. KICK OFF AND ORIENTATION Developer will present preliminary information and options and the Steering Committee will consider and provide feedback. Architects will facilitate a process to gather Committee feedback. DESIGN CHARRETTES STEERING COMMITTEE MILESTONES Steering Committee to host Open House and Town Hall meetings to gather public input. OPEN HOUSE & TOWN HALL MEETINGS Steering Committee to consider public input, modify recommendations as needed, and finalize. FINALIZE RECOMMENDATIONS Steering Committee/Staff present the conceptual design of the public spaces, including building concept, site layout, parking configurations, etc. CITY COUNCIL CONSIDERATION Steering Committee will present to Boards the conceptual plan for comment and review. Direction given to explore Carillon proposal. WINTER WORKSHOP DIRECTION The Southlake Public Library opened on September 26, 2001, on the first floor of Town Hall. LIBRARY OPENS City conducted a comprehensive facilities needs assessment. That study indicated a need for a 27,395 sqft facility. FACILITIES MASTERPLAN Tier 1 recommendation in the 2030 P.R.O.C. Masterplan: “Conduct a site analysis to determine the long- term location of the City’s Library.” 2030 RECOMMENDATION 2021Staff presentation to City Council. Direction to move forward to identify alternate locations and update the 2016 Library Study. Study JUNE RETREAT & STUDY UPDATE Conducted extensive review of Library patron needs & wants, recommended facility goals, & presented several facility options; ultimately a new 27,000 sqft facility was recommended. 2016 LIBRARY STUDY Direction to move forward with Carillon Parc location: 2 floors: Library (1st), Multi- Purpose (2nd) city-owned, funded primarily with bond issuance. CARILLON DIRECTION 2022The Library Task Force was formed to provide the Library Board and Council with location recommendations. Council directed staff to explore Carillon Parc as the future location for the Library and performing arts space.
