Item 5 - Minutes PZ 10-20-22 Planning & Zoning Commission Meeting Minutes – October 20, 2022 Page 1 of 4 REGULAR PLANNING & ZONING COMMISSION MEETING OCTOBER 20, 2022 LOCATION: 1400 Main Street, Southlake, Texas, 76092 Work Session – Executive Conference Room, Suite 268 of Town Hall Or City Council Chambers of Town Hall Regular Session – City Council Chambers of Town Hall MEMBERS PRESENT: Daniel Kubiak, Michael Forman, Craig Rothmeier, Michael Springer, Gina Phalen, Scott Dyche and Austin Reynolds MEMBERS ABSENT: None STAFF PRESENT: Sr. Director of Planning and Development Services Ken Baker; Principal Planner Reagan Rothenberger; and Commission Secretary Morgan Barclay. WORK SESSION: 1. CALL TO ORDER: 5:30 P.M. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No executive Session was held. 3. Recap of City Council’s action and discussion on Planning and Zoning recommended cases. 4. Discuss the upcoming update of the City of Southlake’s Future Land Use Plan, including the North, Central, West and Southeast Sectors. 5. Chairman Kubiak advised that item number 8 was withdrawn from consideration by the applicant and item number 9 will be heard before item number 7. 4. CHAIRMAN COMMENTS Chairman Daniel Kubiak and the rest of the Commission took the opportunity to thank Senior Director of Planning and Development Services Ken Baker for his 23 years of service to the City of Southlake. Chairman Kubiak opened the floor for anyone in the audience to speak as well. CONSENT AGENDA: 5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING COMMISSION MEETING HELD ON OCTOBER 06, 2022. 6. Consider: ZA22-0051 Final Plat for Rainey Court on property described as Tract 15, R.D. Price Survey, Abstract No. 992A, City of Southlake, Denton County, Texas, and located at 4078 N. White Chapel Blvd., Southlake, Texas. Current Zoning: “SF- 1A” Single Family Residential District. SPIN Neighborhood #1. A motion was made to approve items 5 and 6 on the consent agenda. Consider: ZA22-0052 Plat Revision for Highland Terrace and Assembly of God Addition being a revision of Lot 1R1, Block 1, Southlake Assembly of God Addition, City of Southlake, Tarrant County, Texas, and located at 101 E. Highland Street, Southlake, Texas. Current Zoning: “SF-20A” Single Family Residential District and “CS” Community Services District. SPIN Neighborhood #7. PUBLIC HEARING Principal Planner Reagan Rothenberger gave a quick presentation, per Chairman Kubiak’s request, for Item 7 as this item was discussed in the work session; no questions were asked. The applicant Kosse Maykus was present, no questions were asked. Chairman Kubiak opened the public hearing; seeing no one Chairman Kubiak closed the public hearing. A motion was made to approve item number 9 on the agenda ZA22-0052 subject to the staff report dated October 14, 2022, and also subject to plat review summary number 1 dated October 14, 2022. Motion: Forman Second: Reynolds Ayes: 7 Nays: 0 Abstain: 0 Approved: 7-0-0 7. Consider: ZA22-0045 Specific Use Permit for Mass Gathering Events for a Christmas Festival and Follow the Star – Drive Through Christmas Story on property described as Lot 1R, Block 1, White Chapel Methodist Church Addition and located at 185 S. White Chapel Blvd., Southlake, Texas. SPIN Neighborhood #9. PUBLIC HEARING Principal Planner Reagan Rothenberger gave a quick presentation, per Chairman Kubiak’s request, for Item 7 as this item was discussed in the work session; no questions were asked. The applicant Denise Bennett Director of the Children’s Ministry came forward to answer questions. Chairman Kubiak opened the public hearing; seeing no one Chairman Kubiak closed the public hearing. A motion was made to approve item number 7 ZA22-0045 subject to the staff report dated October 14,2022 also subject to Specific Use Permit Staff Review dated October 14, 2022. Noting recommendation of the approval of 10 years for the Christmas Festival and 5 years on the Follow the Star event. Current Zoning: “I-1” Light Industrial District. SPIN Neighborhood #8. Withdrawn by applicant, no action taken. 10.
