WORK SESSION: 1. CALL TO ORDER: 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No executive Session was held. 3. Recap of City Council’s action and discussion on Planning and Zoning recommended cases; questions were asked. 4. Discuss the upcoming update of the City of Southlake’s Future Land Use Plan. 5. Staff presented an overview of agenda items #13 and #14; questions were asked on items #13 and #14. 6. Adjournment. Consider: Appointment of the Chairman of the Planning and Zoning Commission. A motion was made to appoint Daniel Kubiak as Chairman of the Planning and Zoning Commission. Motion: Forman Second: Phalen Ayes: Rothmeier, Forman, Kubiak, Springer, Dyche, Phalen, and Reynolds. Nays: None Abstain: None Approved: 7-0-0 4. Consider: Appointment of the Vice Chairman of the Planning and Zoning Commission. A motion was made to appoint Michael Forman as Vice Chairman of the Planning and Zoning Commission. Motion: Reynolds Second: Rothemeier Ayes: Rothmeier, Forman, Kubiak, Springer, Dyche, Phalen, and Reynolds. Nays: None Abstain: None Approved: 7-0-0 5. ADMINISTRATIVE COMMENTS. The 2035 Corridor Planning Committee meeting that was scheduled for August 11th was canceled due to lack of applications. There will be a September meeting, but no date has been selected yet. 6. CONSENT AGENDA: 7. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING COMMISSION MEETING HELD ON June 9, 2022. The applicant Gerald Ward of Ward Architecture, 5004 Thompson Terrace in Colleyville, came forward and answered questions. Public hearing opened by Chairman Kubiak. Evgeny Sakhonko, 500 Northwood Trail, came up to speak in opposition of the item. A motion was made to approve item 10 subject to the staff report dated July 29, 2022. Also subject to site plan review summary number 2 dated July 29, 2022, and noting that prior to Council the application has agreed to get together with the neighboring land owner to discuss his concerns. A motion was made to approve item 11 subject to the staff report dated July 29, 2022. Also subject to the plan review summary number two dated July 29, 2022. Conditioning the recommendation of approval on the fact that the greenspace remains passive and is not used for any activities and also noting that there is on pedestrian access the too greenspace except for the maintenance access. The applicant Kosse Maykus representing Blue Peaches Incorporated, 608 E. Northwest Highway in Grapevine, came forward and answered questions. Chairman Kubiak opened the public hearing. No public comments were made. Chairman Kubiak closed the public hearing. A motion was made to approve item 12 subject to the staff report dated July 29, 2022. Also subject to the plan review summary number two dated July 29, 2022 and noting approval of both variances requested. PUBLIC HEARING Deputy Director Dennis Killough, per the Chairman’s request, did not give a formal presentation as the item was review in the work session. The applicant William Morefield the general manager of Costco, 2601 E. SH 114, came forward and answered questions. Chairman Kubiak opened the public hearing. No public comments were made. Chairman Kubiak closed the public hearing. A motion was made to approve item 13 subject to the staff report dated July 29, 2022. PUBLIC HEARING Deputy Director Dennis Killough gave a formal presentation of item 14. Questions were asked. The applicant Joseph Hornister, 13455 Noel Rd in Dallas , came forward and answered questions. Chairman Kubiak opened the public hearing. Mary Lee Elferd, 1812 St. Philip Ave in Southlake, came forward and asked questions regarding what she feels is a lack of communication between the neighboring residential areas and the developer. Also noting the reference to staff report dated August 4, 2022, and the plat review summary dated August 4, 2022. Specifically noting we are not approving or recommending approval of the preliminary plat presented in this case.
