STAFF PRESENT: Sr. Director of Planning and Development Services Ken Baker;
Deputy Director of Planning & Development Services Dennis Killough; Principal Planner
Reagan Rothenberger; and Commission Secretary Lydia Ruiz.
WORK SESSION:
1. CALL TO ORDER:
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas
Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate
herein. Executive Session may be held, under these exceptions, at the end of the
Regular Session or at any time during the meeting that a need arises for the Planning
and Zoning Commission to seek advice from the City Attorney as to the posted
subject matter of this Planning and Zoning Commission meeting. Section 551.071:
Consultation with attorney.
No executive Session was held.
3. Recap of City Council’s action and discussion on Planning and Zoning recommended
cases; questions were asked.
4. Staff presented an overview of items #8 and #9 on tonight’s meeting agenda; questions
were asked.
5. Adjournment.

4. CHAIRMAN COMMENTS
Chairman Kubiak announced the next 2035 Corridor Planning Committee meeting
scheduled for Monday, May 23, 2022 at 5:30 p.m. in the Council Chambers. In addition,
Chairman gave an overview to the audience of the process and procedures of the
Planning and Zoning Commission meeting.

ZONING COMMISSION MEETING HELD ON MAY 5, 2022.
A motion was made to approve item 5, minutes from the May 5, 2022 Planning and Zoning
Commission meeting.

DESCRIBED AS LOT 1R1, BLOCK 1 SOUTHLAKE ASSEMBLY OF GOD
ADDITION, CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS, AND
LOCATED AT 101 E. HIGHLAND STREET, SOUTHLAKE, TEXAS. CURRENT
ZONING: “CS” COMMUNITY SERVICES DISTRICT. REQUESTED ZONING:

Deputy Director, Dennis Killough presented items 6 and 7 together; questions were
asked.
Applicant – Kosse Maykus representing Highland Terrace, 604 E. Northwest Highway,
Grapevine, Texas, came forward to speak; questions were asked.
Chairman Kubiak opened the public hearing for items 6 and 7.
Doris LaFavers, 303 E Highland Ave, came forward to speak in favor but discussed
concerns.
Chairman Kubiak closed the public hearing for items 6 and 7.
The Commission addressed questions to Sr. Director Ken Baker and had the Applicant
come forward to speak and address comments made during public hearing.
A motion was made to approve item 6, subject to the staff report dated May 13, 2022.

A motion was made to approve item 7, subject to the staff report dated May 13, 2022;
noting approval of the variance requested; also making the motion subject to plan review
summary #2 dated May 13, 2022; and noting the comments to the Applicant regarding
communication with neighbors about drainage, soil erosion, and making clear what the
fencing issues will be going forward to Council.

TARRANT COUNTY, TEXAS. CURRENT ZONING: “AG” AGRICULTURAL.
REQUESTED ZONING: “SF-1A” SINGLE FAMILY RESIDENTIAL DISTRICT.
SPIN NEIGHBORHOOD #3. PUBLIC HEARING
Deputy Director, Dennis Killough did not present item 8, as it was formally presented
during Work Session; no questions were asked.
Applicant – Asher Miller representative of McAdams,111 Hillside Drive, Lewisville, Texas
came forward to speak; questions were asked.
Chairman Kubiak opened the public hearing for item 8.
Valarie and Scott Parr, 1179 E. Dove Road, came forward to speak and submitted a
comment card, to address her concerns.
Chairman Kubiak closed the public hearing for item 8.
Applicant came forward to speak to address concerns made during public hearing.
A motion was made to approve item 8, subject to the staff report dated May 13, 2022,
subject to plan review summary #2 dated May 11, 2022; noting that the recommendation
for approval also requires the same stipulations in the project just to the west are included
in this recommendation for approval, including but not limited to stacking depth, wrought
iron fencing, fencing being 10-foot off the right-of-way, and circular drives or something
to the effect that prevents parking on Dove; and making the motion subject to the
Applicant’s willingness to meet with the neighbors and be able to address their concerns
prior to the Council meeting or at the Council meeting.

A motion was made to approve item 9, subject to the revised staff report dated May 19,
2022; specifically, approving the three variances requested; also making the motion
subject to the revised plan review summary #3 dated May 19, 2022.
