Review, discuss and make recommendations on a proposed 10,760 square foot, one-story medical office building located at 300 Parkwood Dr., generally located south of E. Southlake Blvd. and Calloway’s Nursery, between White’s Chapel Methodist Church and Byron Nelson Pkwy. 5. Review, discuss and make recommendations on a proposed 5,800 square foot, one-story medical office building located at 1360 N. Kimball Ave., generally located on the west side of N. Kimball Ave., 500 feet north of E. Highland St. 6. Review, discuss and make recommendations on proposed changes to the Krystal Clean Car Wash located at 955 Davis Blvd., generally located on the east side of Davis Blvd., 500 feet north of W Continental Blvd. 7. Review, discuss and make recommendations on a proposed RunRite, a private track and field facility, located on approximately 22 acres at 1835 Shady Oaks Dr. and 400-500 Blocks of W. MEETING OVERVIEW: On March 28, 2022 the Southlake 2035 Corridor Planning Committee held their thirty-seventh meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Kimball Ave. Meeting #37 – March 28, 2022 Page 3 ITEM #5 DISCUSSION – Review, discuss and make recommendations on a proposed 5,800 square foot, one-story medical office building located at 1360 N. Kimball Ave., generally located on the west side of N. Kimball Ave., 500 feet north of E. Highland St. Staff presentation: Dennis Killough • Applicant is proposing to raise the existing structure and remove the existing residential driveway and curb cut along the north connecting to Kimball. • Utilize existing common access • Proposing approx. 5,800 sq. ft. medical office • Zoning: B1 – Business Service Park District • Future Land Use: Medium Density Residential • Currently has a residential nonconforming structure on the property Questions for staff by the Committee: Daniel Kubiak: Land use is not consistent, but zoning is? Dennis Killough: Correct. Austin Reynolds: Is this the same developer that did the buildings just to the south? Dennis Killough: This is a different developer. Amy Torres-Lepp: How close is the nearest residential? Dennis Killough: Along the west boundary of the property. I’m guessing 350/400ft from the property. Amy Torres-Lepp: What is directly behind it? Is that a vacant lot? Dennis Killough: All of this is part of one ownership; multiple tracts there. I’m unsure if the structure is occupied or not. Applicant presentation: Art Clayton • Proposing 5,800 medical office facility • Two tenants or four tenants (very small use) for physicians • Austin white stone – bronze roof and frames • Changes to configuration on parking and trash/dumpster Questions for applicant by the Committee: Randy Robbins: There is a difference in building materials on the presentation than what was spoken tonight. The building your describing should be much lighter in nature with bronze roofing, rather than the color concepts on the PowerPoint, correct? Applicant: The building will be cleaner cut and more modern, yes. We understand this concept does look different from the surrounding buildings, but we think this looks much better. This will be Austin stone with bronze finish out roof. Southlake 2035 Corridor Planning Committee Item #5 – 1360 N. Kimball Ave. Meeting #37 – March 28, 2022 Page 4 Daniel Kubiak: Bring more defined rendering to P&Z meeting. When the site plan comes forward, try to make sure there are no back-of-house equipment on Kimball. Try to screen that area if possible. Applicant: We will have an 8ft board on board fence with Austin stone columns all the way around the north and west area of the property. It will be screened. Daniel Kubiak: Along Kimball Ave, ensure it looks nice as well. Applicant: We received the landscape plan today and it is quite attractive. The plan should exceed the planning requirement. Austin Reynolds: Pictures of what was developed in Keller? Applicant: We conformed to the town center design in Keller, which was stone, brick, and metal roof. We did one building at 6,000 sq. ft. and another building at 12,000 sq. ft. Amy Torres-Lepp: Where will the entry be? The elevations show doors on both sides of the building. Applicant: Entrance could potentially be near the parking lot. We’re just guessing where the entrance will be but should know more down the road. Amy Torres-Lepp: Where are you planning to place signage? Applicant: We have a monument sign on the site plan. We’re not looking for a lot of signage, just something that conforms with the city’s sign ordinance. It will be crisp and clean plans.
