warehouse/distribution center buildings totaling approximately 330,980
square feet on approximately 26 acres generally located at the northwest
corner of Mustang Ct. and Southwestern St.
4. Review, discuss and make recommendations on a proposed approximately
8,400 square foot STEAM building and 25 parking spaces to be added to
the existing Clariden School at 100 Clariden Ranch Rd.
5. Review, discuss and make recommendations on a proposed proposed
commercial sports facility consisting of a 32,550 square foot indoor building,
a 28,245 square foot outdoor facility with restrooms, and 132 parking
spaces on approximately 3 acres located at 2311 Crooked Lane.
6. Review, discuss and make recommendations on a proposed assisted living
development consisting of 80 beds in five buildings on an approximately 5.5
acre portion of the New Day Church property at 101 E. Highland St.,
generally located at the southeast corner of E. Highland St. and N. White
Chapel Blvd.
7. Review, discuss and make recommendations on the proposed
development of a HTeaO tea store located at 190 Davis Blvd. being
approximately 1.35 acres approximately 625 feet south of W. Southlake
Blvd. on the west side of Davis Blvd., just south of Sonic.

MEETING
OVERVIEW:
On January 25, 2021 the Southlake 2035 Corridor Planning Committee
held their thirtieth meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted, and the meeting time was
advertised on the City’s website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting.

ITEM #3 DISCUSSION – Review, discuss and make recommendations on proposed
amendments to the City of Southlake Zoning Ordinance No. 480, as amended,
pertaining to residential solar panels.
Staff presentation: Ken Baker
• Purpose of this proposal is to review, discuss, and make recommendations on
three (3) proposed warehouse/distribution center buildings totaling approximately
330,980 square feet on approximately 26 acres at 1800 S.H. 26
• Zoning: I1
o The City does own some property to the West
• Future Land Use: Industrial with 100-Year Flood Plain
o Industrial and business service development that is relatively free of
unwanted side effects, such as unsightliness, noise, odor, glare,
vibrations, etc., is permitted in the Industrial category.
o If meeting the qualification of relatively free of unwanted side effects,
suitable types of development in the Industrial category can be
characterized by the manufacturing, processing, packaging, assembly,
storage, warehousing and/or distribution of products.
o Ancillary commercial and retail activities associated with these uses are
permitted. Public Parks / Open Space and Public / Semi-Public activities
as described above may be permitted if surrounding industrial uses do not
pose hazards and are sufficiently buffered
• Proposed plan – Total three (3) buildings = 330,980 s.f.
o Building = 73,500 s.f.
o Building = 170,000 s.f.
o Building = 87,480 s.f.

Questions for applicant by the Committee:
Frances Scharli: Have you spoken to any of the surrounding neighbors that back up to
the property?
Applicant: As of now, I do not believe we have. We do have a meeting set-up for
neighbors to attend and give feedback.
Frances Scharli: How will the impervious coverage placed at this location affect
drainage? Since this property is partially located in the 100-year flood plain.

Ken Baker: As part of their submittal, they will include a preliminary drainage study. If
approved, they will have to include a full drainage study. Overall, they cannot increase
the impact of runoff pre- and post-construction.
Chad Patton: The retention pond on the front, I assume you will also have a detention
pond and make it more of an accent?
Applicant: Yes, we’re planning on having three detention ponds on the south end of the
site.
Chad Patton: Thinking of the view from Interstate 26, we would like to have this
development as attractive as possible. There is a big walking/biking trail along Interstate
26; do you have plans to make that mobility accessible for your staff to use that
amenity?
Applicant: We have plans to connect the private drive and future sidewalk to the
walking/biking trail for access to the sidewalk system.
Chad Patton: With three buildings, are you anticipating phasing this development? Or
construct all at once?
Applicant: We plan to construct all at once.
Chad Patton: Regarding parking, if you are looking at 370 required parking spaces why
do you want to increase to 446?
Applicant: We want to increase the office use percentage to balance the space.
Because they are spec buildings, we want to leave flexibility for whatever tenant comes
in to utilize the space.
Chad Patton: One thing that will come up is how you plan to protect your neighbors to
the North as it relates to parking. As well as separating that space using landscaping or
fencing. Would you consider adjusting the parking on the north side to the front end?
Applicant: Sure, we are working through that. We have plans for a screening wall along
the North end; I believe its 30ft of landscaping between parking and the property line.
Chad Patton: For a 40ft building I assume you want exterior lighting for safety reasons.
Have you incorporated lighting plans to minimize the impact on the surrounding
neighbors?
Applicant: Yes, it is in progress. We are doing everything we can to ensure there is no
bleed-over onto that North side.
Chad Patton: Same with sound, obviously this development looks distribution heavy.
Make sure noise continuation is limited.
Applicant: Sure, we will look at that before submittal
Chad Patton: Going back to ingress and egress, something with this magnitude and
having a single point entry isn’t desirable.
Applicant: We will have an emergency access point but based on how this site sits
there are the not many opportunities for more entry/access points to the SW street.

Applicant: Another thing we are doing is extending a full public street section.
Chad Patton: Public street?
Dennis Killough: Their internal access will be built to a street standard for industrial,
which is 30ft pavement for larger traffic footprint.
Chad Patton: So, no liability back to the City for maintenance?
Dennis Killough: No, it is going to be a private street.
