Item 7Case No. ZA12-057 S T A F F R E P O R T January 14, 2022 PROJECT: Variance to the Lighting Ordinance No. 693, as amended for Bicentennial Park Tennis Courts at 200 Unity Way EXECUTIVE SUMMARY: The City of Southlake Community Services Department is requesting approval of a Variance to the Lighting Ordinance No. 693, as amended, as it pertains to the lighting type, intensity of illumination and luminance along the adjacent property to the north for two tennis courts generally located in the northeast corner of Bicentennial Park, 400 feet west of N. White Chapel Boulevard at 200 Unity Way, Southlake, Tarrant County, Texas. REQUEST DETAILS: The City is replacing the older technology tennis court lights with new technology LED lighting. It is estimated that the new lighting system will significantly improve the lighting quality on the courts and reduce the spill-over and perceived lighting effect on the adjacent property. The new system also provides greater control managing the use and timing of the lights, lessening the impacts on neighboring properties. The following variances are requested: • Variance to lighting type under the Lighting Ordinance No. 693-C, Section 4: Permitted lighting types shall be high pressure sodium lights or neutral or warm correlated color temperature Light Emitting Diode LED lights not exceeding 4300 Kelvin (K). The proposed lighting type is LED and is approximately 5700 K. • Variance to the intensity of illumination on the site under the Lighting Ordinance No. 693-C, Section 5: The maximum outdoor computed or measured illumination level on a property shall not exceed 20 foot candles outdoors at any point. The maximum being proposed is 73 footcandles with an average of approximately 56.4 ft-candles. • Variance to the intensity of luminance projected from one property to another under the Lighting Ordinance No. 693-C, Section 7: The maximum calculated luminance permitted onto single or two-family residential property is 0.02. The maximum calculated is approximately 0.15. The new system complies with the maximum horizontal and vertical illumination along and within the adjoining residential property to the north. The maximum horizontal illumination permitted is 0.2 ft-candles and the max. vertical is 0.5 ft- candles into agricultural, single or two-family residential property. The computed measurements are 0.14 and 0.19 ft-candles respectively. LAND USE CATEGORY: Public Parks/Open Space CURRENT ZONING: “CS” Community Service Zoning District HISTORY: - A Zoning Change and Concept Plan was approved by City Council on February 15, 1994 under Planning Case ZA94-001. - A Zoning Change and Site Plan was approved by City Council on July 18, 2000 under Planning Case ZA00-064. - A Revised Site Plan for shade structures built over spectator seating was approved by City Council on June 5, 2001under Planning Case ZA01-052. - A Revised Site Plan for improvements to the maintenance facility and shade structures for the maintenance facility was approved by City Council on September 4, 2001 under Planning Case ZA01-090. - A Zoning Change and Site Plan to add 13.14 acres to the park property and to construct a clock tower was approved by City Council on March 5, 2002 under Planning Case ZA01-126. - A Plat Revision for the park was approved by City Council on March 5, 2002 under Planning Case ZA01-137. - A Revised Site Plan to construct a learning pavilion in the Liberty Garden area of the park was approved by City Council on October 7, 2003 under Planning Case ZA03-067. - A Zoning Change and Site Plan was approved by City Council on November 18, 2008 to add approximately 7 acres to the park and construct Phase I of the master planned park under Planning Case ZA08-078. - A Site Plan to do improvements to Bicentennial Park surrounding the historical Log Cabin was approved by City Council on April 7, 2009 under Planning Case ZA09-002. - A Site Plan was approved by City Council on September 18, 2012 for Bicentennial Park Phase II under Planning Case ZA12-057. - A Site Plan was approved by City Council on June 3, 2014 for the Attachment A Page 2 Southlake Community Recreation Center Phase I (Legends Hall) under Planning Case ZA14-062. - A Site Plan was approved by City Council on August 16, 2016 for The Marq Champions Club under Planning Case ZA16-047. - A Site Plan was approved by City Council on August 16, 2016 for the Southlake Tennis Center under Planning Case ZA16-056. - A Specific Use Permit was approved by City Council on December 6, 2016 for temporary construction facilities under Planning Case ZA16- 098. - A Site Plan and Specific Use Permit (ZA19-0049) were approved by City Council on October 1, 2019 to allow improvements to the area surrounding the Bicentennial Park Elevated Storage Tank site located in the northeast corner of the park to include a new concrete driveway from White Chapel Blvd., a masonry fence enclosing the water tower and maintenance yard, a retaining wall, security lighting, a shade structure for maintenance equipment and a prefabricated storage building. - Plat Revision was approved November 19, 2019 (Case ZA19-0065) and filed as Instrument No. D220044872, February 25, 2020 in the Tarrant Co. records. - Variance to the Lighting Ordinance No. 693, Ball Field No. 9, Bicentennial Park was approved February 17, 2015. SOUTHLAKE 2035 PLAN: Consolidated Future Land Use Plan The 2035 future land use designation for the site is Public Parks/Open Space. The Future Land Use Plan defines Public Parks/Open Spaces as public areas designated for active and passive recreation, such as parks and athletic complexes, and public open space for the preservation of the scenic vistas and natural vegetation of the City. This Land Use Plan depicts only existing Public Parks/ Open Space facilities; potential Public Parks/ Open Space sites are illustrated in the Parks, Recreation, and Open Space Master Plan. Pathways Master Plan With the White Chapel Blvd. widening project, an 8 foot sidewalk connection will be constructed to continue the existing walk north of Unity Way and will taper down to 6 feet along the remainder of the park boundary adjacent to this project.
