Subject: Item 4K: Approve an engineering services agreement with VRX,
Inc. (VRX) to provide engineering design services for erosion
protection at Dove Creek near E Highland Street in an amount

Background
Information: The purpose of Items 4K-4L is to approve engineering services
agreements with VRX to address areas of concern where sanitary
sewer infrastructure is exposed due to erosion and could be
compromised for failure. In FY 2022, staff requested a new project in
the Capital Improvements Program to implement permanent erosion
control along creek and stream banks, restore sanitary sewer
manholes to their previous state, and protect the City's critical
infrastructure, and to prevent environmental impacts that may result
from infrastructure failure. The locations of these improvements are
a result of routine field inspections performed in areas of concern
identified by previous studies, record drawings, and topographical
information.
The project locations of these improvements include Dove Creek
near E Highland Street in the Milner and Hall No. 687 Additions, and

Big Bear Creek near Timber Court in the Continental Park Estates
Addition.
While the projects are similar in nature, cost variations arise from
differences in the level of design efforts from each project location.
Although these are smaller projects from a construction cost
standpoint, the level of effort required for the regulatory and modeling
services are equivalent to larger restoration projects. Each project
location agreement includes a contingency for unforeseen changes
to the project scope that would be deemed necessary. In addition to
basic design and surveying services, each project contains
additional special services including regulatory (floodplain,
environmental and cultural resources) review and permitting,
hydraulic modeling, easement services, public coordination and
meetings, bidding, and construction phase services. These special
services identified in each agreement will require authorization from
City staff to complete.
Financial
Considerations: Funding for these agreements are budgeted as part of the approved
Capital Improvement Program. Each agreement is within the project
budget.
