Yelverton, City Manager FROM: Michael Starr, Fire Chief SUBJECT: Approve Resolution No.22-032 authorizing the acceptance of the 2022 Northeast Explosive Response Team/Southlake Explosive Ordinance Disposal Unit explosive detection equipment; executing an agreement with the Office of the Governor; and authorizing the Emergency Manager to manage and execute the agreement of the behalf of the City. Action Requested: The purpose of this item is to seek City Council's approval of Resolution No. 22-032, authorizing the acceptance of awarded funds under the 2022 Homeland Security Grant Program to purchase explosive detection equipment for the Northeast Explosive Response Team (NERT)/Southlake Explosive Ordinance Disposal Unit (EOD). • The awarded amount is $100,000.00 Background Information: The purpose of the Homeland Security Grant Program (HSGP) is to support national, state, and local efforts to prevent terrorism and other catastrophic events and to prepare for the threats and hazards that pose the greatest security risks. The Southlake Office of Emergency Management has submitted a grant application to apply for a Thermo Scientific Gemini Identification Detector to identify unknown chemical substances which includes the ability to identify explosive compounds. The Gemini is a handheld system integrates the Raman and FTIR spectroscopy for the identification of unknown solid and liquid chemicals and explosives. The purchase equipment will allow the Northeast Explosives Response Team (NERT) to identify unknown chemical substances by purchasing a handheld chemical detector. By identifying the unknown substance, NERT will be able to accurately assess evacuation distance criteria along with render safe options. This identification will also allow NERT to make accurate decisions on whether this is a harmless event or a possible act of terrorism. By knowing this information, NERT Bomb squad can rate the level of hazard to the community at soft targets like polling stations and community events. It also gives the bomb technician vital information on large scale evacuations vs shelter in place options. Financial Considerations: Grant funding will be available for dispersal once the resolutions receive Council approval. The grant amounts awarded for 2022 will total $100,000.00 and will allow the NERT/Southlake EOD Unit to purchase one detection unit with training for City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork 4B- 2 personnel. City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork 4B- 3 RESOLUTION NO.22-032 A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS, AUTHORIZING THE ACCEPTANCE OF THE 2022 NORTHEAST EXPLOSIVE RESPONSE TEAM (NERT)/SOUTHLAKE EXPLOSIVE ORDINANCE DISPOSAL UNIT (EOD) UNDER THE 2022 HOMELAND SECURITY GRANT PROGRAM; EXECUTING AN AGREEMENT WITH THE OFFICE OF THE GOVERNOR; AND AUTHORIZING THE EMERGENCY MANAGER TO MANAGE AND EXECUTE THE AGREEMENT ON BEHALF OF THE CITY. WHEREAS, the City of Southlake City Council and Mayor find it in the best interest of the City of Southlake that the 2022 NERT/Southlake EOD Unit, Thermo -Scientific Gemini Identification Detector, be implemented under the 2022 Homeland Security Grant Program; and, WHEREAS, the City Council agrees that in the event of loss or misuse of the Office of the Governor funds, the Town Council assures that the funds will be returned to the Office of the Governor in full; and, WHEREAS, the City Council designates the Emergency Manager as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. NOWTHEREFORE, BE IT RESOLVED BYTHE CITY OF SOUTHLAKE, TEXAS,THAT: 1. The City Council of the City of Southlake hereby approves acceptance of awarded funds in the amount of $100,000 for 2022 NERT/Southlake EOD Unit, Thermo -Scientific Gemini Identification Detector. 2. The City Council of the City of Southlake hereby designates the Emergency Manager as the City's official with the authority to enter into an agreement on behalf of the City regarding the 2022 NERT/Southlake EOD Unit, Thermo -Scientific Gemini Identification Detector. The City authorizes the Emergency Manager to agree to all understandings and assurances contained in the application. The Emergency Manager is directed and authorized to act in connection with the application and to provide any additional information that may be required. The grant funds and any grant -funded equipment of facilities will be used only for the purposed for which they are intended under the grant. The terms, provisions, and conditions of the 2022 Homeland Security Grant Program will be adhered to. 4. The Emergency Manager is authorized to take those steps necessary to comply with the intent of this Resolution.
