SOUTHLAK.-E PLANNING & DEVELOPMENT SERVICES STAFF REPORT October 11, 2022 CASE NO: SV22-0013 PROJECT: Amendment to the Master Sign Plan for Granite Place Two EXECUTIVE SUMMARY: Corgan is requesting approval of an amendment to the previously approved Master Sign Plan for the new Granite Place Two building located at 601 State Street, Southlake, Texas. REQUEST: This item is a proposed amendment to the existing Granite Place Two Master Sign Plan. This office building is currently under construction at 601 State Street. The current approved Master Sign Plan allows six attached building signs (3 upper floor signs and 3 lower floor signs) within a defined sign area location on the building. The upper floor signs (identified as signs A, B and C) are permitted to be located within a 4' height x 50' wide sign area. The lower floor signs (identified as signs D, E and F) must be within a 2' height x 30' wide sign area. The current Master Sign Plan permits a maximum letter height of 14 inches for all six sign areas. The proposed revised Master Sign Plan proposes increasing the sign area on the lower floor signs (Signs D, E, and F) from to 2' height x 30' width to 2.5' height x 30' width (A 6-inch height increase in sign area). Also, the proposed revised Master Sign Plan eliminates the 14-inch maximum letter size and permits any letter size that fits within the defined sign area. This is a maximum letter height of 2.5 feet (30 inches) for lower floor signage and a maximum letter height of 4 feet (48 inches) for the upper floor signage. This proposed revision would create sign regulations similar to those currently in place for the existing Granite Place One office building. All previous conditions of the Master Sign Plan under MSP21-0006 are to remain unless otherwise approved. A portion of this development is within the existing parking lot approved under this case. - On February 7, 2006, the City Council approved a Plat Revision under Planning Case ZA06-004 for Blocks 3R2, 4R1, 12-14, 17 & 18, Southlake Town Square. - On July 17, 2007, the City Council approved a Zoning Change and Concept Plan under Planning Case ZA07-050 for Southlake Town Square. - On June 16, 2015, the City Council approved a Concept/Development Plan under Planning Case ZA15-035 for Lots 1-3, Block 16 and Lot 9, Block 12 of Southlake Town Square for a multi -phased development consisting of multi -story office buildings, parking garages and restaurant pad sites. - On June 16, 2015, the City Council approved a Site Plan under Planning Case ZA15-036 for Lot 1, Block 16 of Southlake Town Square for Granite Place. - On June 21, 2016, City Council approved a master sign plan for the Granite Place to allow four attached signs, a business monument sign, and 2 temporary construction fence banners noting that all Case No. Attachment A SV22-0013 Page 1 signage will adhere to the signage criteria provided by the applicant and provided on Attachment 'C' of the staff report, however; noting that any colors for signage must comply with Zoning Ordinance No. 480, Section 33.21, but also noting that the applicant can come directly back to City Council with an expedited review and waived applications fees so the City Council can consider variances as it relates to modifications to the Master Sign Plan to accept additional colors; and noting City Council's approval of one tenant per monument sign panel with a maximum of four tenants per monument sign. -On June 29, 2021, at the City Council and Sign Board joint meeting, the City Council approved a sign variance to the town Square Master Sign Plan and Sign Ordinance 704-J to allow the proposed signage for the building as noted in the staff report for EVO (former Harkins Theater building) for several attached building signs on the northwest, northeast, southeast, and southwest elevations of the building. (SV21-0012) On December 7, 2021, City Council approved a Master Plan for Granite Place Two Granite subject to the Staff Report dated November 30, 2021, and as presented. STAFF COMMENTS: City Council approval of the proposed plan does not eliminate the requirement for appropriate sign application submittals prior to installation of signs.
