Requested: Approve Resolution No. 22-031, supporting the FY 2023
Bullet -Resistant Shield Grant application requesting grant
funding to purchase 26 ballistic shields for the Southlake
Police Department School Resource Officer Program not to
exceed $200,000.
Background
Information: The purpose of this resolution is to request approval to
submit the 2023 Bullet Resistant Shield Grant application on
behalf of the police department school resource program to
be operated during the FY 2023. The Office of the Governor
is soliciting law enforcement agencies in the state of Texas
to apply for state funding for bullet resistant shields due to
the recent active shooter event in Uvalde, TX. The grant
period is one year with no match requirement. Funding is
awarded at 100% of the cost. Once awarded, one shield will
be assigned to each school resource officer to be housed
securely on -site at each school location. The police
department is requesting grant funding for the purchase of
26 bullet resistant shields not to exceed $200,000.

RESOLUTION NO. 22-031
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, AUTHORIZING SUBMISSION OF A
GRANT APPLICATION FOR THE 2023 BULLET RESISTANT
SHIELD GRANT PROGRAM; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, The City of Southlake ("City") finds it in the best interest of the citizens of
Southlake, Tarrant County, Texas, that the 2023 Bullet Resistant Shield Grant Program be
operated for the 2023 Fiscal Year; and
WHEREAS, the City agrees that in the event of loss or misuse of the Office of the
Governor funds, the City assures that the funds will be returned to the Office of the Governor in
full; and
WHEREAS, the City designates Amanda Meneses, Emergency Manager, as the
grantee's authorized official. The authorized official is given the power to apply for, accept, reject,
alter, or terminate the grant on behalf of the applicant agency.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. The City approves submission of the grant application for the 2023 Bullet
Resistant Shield Grant Program to the Office of the Governor.
Section 2. This resolution shall be in full force and effect from and after the date of
passage and it is so resolved.
