Kimball Ave. from E. Dove Rd. to the Southlake city limits in an amount not to exceed $190,000. Action Requested: Approve an Interlocal Agreement (ILA) with the City of Grapevine for shared costs associated with the repaving of N. Kimball Ave. from E. Dove Rd. to the Southlake city limits in an amount not to exceed $190, 000. Background Information: As part of the annual Capital Improvement Program (CIP), City Council authorizes annual funds for joint roadway rehabilitation projects with Tarrant County. For FY 2023, City staff was asked to partner with Tarrant County and the City of Grapevine to resurface Kimball Avenue as one of the projects for this year. As part of this partnership, the City of Grapevine will pay Tarrant County for the materials, half the fuel costs, Grapevine will mill the roadway, and Tarrant County will provide equipment. Southlake will reimburse Grapevine for 50% of the costs. This project is scheduled to begin in this fall and to minimize the impact on commuters and traffic. Furthermore, Tarrant County and the City have agreed to the working hours of 8:30 a.m. to 3:00 p.m. daily to avoid peak travel times. Work is expected to be complete before Thanksgiving, weather permitting. Tarrant County has provided similar services on previous projects such as W. Continental Boulevard, N. Peytonville Avenue, Shady Oaks Drive, E. Continental Boulevard, Crooked Lane, and last year's project of Sam Bass Ridge Road. Page 1 of 2 Item 4Q Financial Considerations: The total costs shared by the cities of Grapevine and Southlake are estimated at $315,000. As defined in the ILA, Southlake will cover 50% of the project costs, estimated at $157,000. The not to exceed amount includes contingency for unforeseen costs. Funding for this agreement is budgeted in the FY 2023 Capital Improvements Program.
