02-17-2022 CIAC Ig# CITY OF SOUTH LAKE TEXAS CAPITAL IMPROVEMENT ADVISORY COMMITTEE MEETING FEBRUARY 17, 2022 LOCATION: 1400 Main Street, Southlake, Texas, 76092 Executive Conference Room, Suite 268 of Town Hall MEMBERS PRESENT: Gina Phalen, Craig Rothmeier, Michael Forman, Michael Springer, Scott Dyche, and Austin Reynolds. MEMBERS ABSENT: Daniel Kubiak STAFF PRESENT: Sr. Director of Planning and Development Services Ken Baker; Deputy City Engineer Kevin Ferrer; Chief Financial Officer Sharen Jackson; deputy director Dennis Killough and Commission Secretary Lydia Ruiz. REGULAR SESSION: Item No. 1- Call to Order: Vice Chairman Forman called the meeting to order at 5:30 P.M. Item No. 2—Administrative Comments: Director of Planning and Development Service Ken Baker gave a brief overview of the committee's purpose. Item No. 3- Evaluate the Implementation of the 10 Year Capital Improvement Plan for Water, Sewer and Roadway: Chief Financial Officer Sharen Jackson provided an overview on the purpose of the 10 year Capital Improvement Plan for Water, Sewer and Roadway and the actions that the Committee would be considering this evening which was to the implementation of the Impact Fee Capital Improvements Program and report any perceived inequities in implementing the plan or imposing the impact fee. Item No. 4- Review and approve the semi-annual report to City Council with respect to the Implementation of the 10 year Capital Improvement Plan for Water, Sewer and Roadway: City Engineer Kevin Ferrer came forward and provided the Committee a status report with the respect to the implementation of the Impact Fee Capital Improvements Plan and Impact fees that have been collected. Following the presentation, the Vice Chairman asked the committee if they had any questions or if there are any perceived inequities in implementing the plan or imposing the impact fee. The committee indicated that there were no perceived inequities in implementing the plan or imposing the impact fee. A motion was made that the Capital Improvements Advisory Committee agrees that there were no perceived inequities in implementing the plan or imposing impact fees and that the Capital Improvement Plan Status Report is hereby submitted to the Southlake City Council by the Capital Improvements Advisory Committee on this the 17th day of February 2022.
