Agenda Item #1, Call to Order
Doug Strickland called the meeting to order at 7:05 p.m.
AL,enda Item #2. ADDroval of the MINUTES of the September 9. 1996 JUC meetine
A motion was made by Bethann Scratchard to approve the minutes with no corrections. The
motion was seconded by Judy Gilmore and passed unanimously.
Agenda Item #3 Discussion of the Multi -Use Recreation Complex
Doug Strickland noted that at the last meeting, the JUC discussed potential uses for a multi -use
recreation center. Those uses included a stadium, natatorium, tennis center and
gymnasium/recreation center. Each member was assigned a use to research.
Judy Gilmore had volunteered to research natatoriums. She said that she had talked to
Duncanville, Grapevine, Plano, and Fort Bend. Duncanville's swim center was built in 1986;
Plano has two (2) pools, built and operated by the City, on land donated from the school district.
Grapevine's pool is self supporting except for the salary of the Director and Assistant Director.
Grapevine's pool is used almost continuously, from early morning to late evening.
It was noted that a 50 meter pool will bring in state meets. Fort Bend is getting ready to build
a 50 meter pool in an existing complex. It will take approximately 5 acres of land. Judy said that
depending on the size of the natatorium, it will take approximately 2 - 5 acres of land.
Doug Strickland asked if there would be additional tennis courts at Bicentennial Park or if any
were planned for Bob Jones. Kim Lenoir said that the revised master plan for Bicentennial Park
shows some courts, but there are no plans for tennis courts at Bob Jones. If a tennis complex is
built elsewhere, the planned area for courts at Bicentennial Park would probably be used instead
for practice soccer fields. Kim said it would take approximately 10 acres of land for a tennis
complex which would include: 24 courts, a pro shop, snack bar, etc. Parking needs were not
addressed. The gym/rec center would probably need to be about 2 acres.

some stadiums he looked at and discussed handouts for Pennington, Carrollton/Fanner's Branch,
Coppell and Keller. < Copies of Doug's handouts are attached. > He said that he was told the
cost of an aluminum construction stadium such as Keller's, would be approximately $68-
$120/seat. Birdville's new stadium, which is similar to Pennington Field, and Ardmore's
(Oklahoma) stadium, both of which are all concrete, cost approximately $1,000 per seat. Doug
Strickland said we would probably need a stadium that seats 10,000 at a cost of $10 million, using
the figure of $1,000 per seat.
Bob Ledbetter said the stadium needs a home side that seats about 8,000. A problem with Coppell
is that the visitor's side (seating for 2,000) is too small.
Doug Strickland also noted that Coppell planned to enlarge the current visitors side and make it
the new home side. This had also been done at another stadium he had visited.
There was general discussion regarding the types of stadium construction, parking requirements,
typical non -football uses, turf type, etc. With the uses described, the complex would need
approximately 45-50 acres of land to accommodate those needs.
Ted Gillum asked Curtis E. Hawk about funding options. Curtis said it is probably not possible,
and very difficult to try to accomplish all of this at one time as one project. He suggested that
perhaps a funding mechanism such as the sports authority in Fort Worth could be done. Curtis
said it was his understanding that the Fort Worth sports authority was created under the same
enabling statute as our SPDC, however Curtis said that since we already have created a section
4(B) corporation, we would have to work through the SPDC. State statute article 5190.6, Section
4(B) provides for the 1/2 cent sales tax for various uses, including parks and recreation.
Regarding the amount of land needed, and availability of tracts of this size, Curtis suggested that
perhaps as much as 200 acres would be a better size to try and find if a golf course is to be
included, and perhaps develop it as a public/private partnership. A stadium jointly used by CISD
and the City will ensure great demand on the playing surface. Parking lots can be used for other
portions of the complex as well as for other activities. There is the need to address as many users
in the community as possible to ensure as many people as possible have a stake in the project.
When asked if there had been any discussions with the private sector regarding this possibility,
Curtis said that he was not prepared to discuss specifics because there has not been discussions
with all the potential property owners. He noted that by knowing how much land is needed, and
if it included something of benefit to the property owner which might encourage them to
participate (such as a golf course), then that would increase the types of potential users and
developers.
Bob Ledbetter asked about a tentative time frame to start at least a possible first phase of a
stadium and tennis center. Curtis Hawk said that since 4(B) has already passed, a major hurdle
was over. However, our ordinance limits what we can do with the 1/2 cent sales tax. A stadium
may need to be done under some alternative funding option, i.e. other than sales tax, which can
be done under the 4(B) provisions, although a tennis center fits right in with a 4(B) 1/2 sales tax

and the uses allowed under the City's ordinance.
Agenda Item No. 4, Consider: Potential Joint Use Projects to be Funded through SPDC.
Kim Lenoir said that SPDC, when looking at it's FY 97 budget, noted that most money is
dedicated towards land acquisition, but some can be used towards other projects. One possible
project that had been discussed before by the JUC was to construct a parking lot at Carroll Middle
School in front of the new gym. Ted Gillum said that CISD would support looking at how to tie
in a new parking lot with the existing lot. The estimated cost of a 50 space lot would be $50,000.
There was also discussion on fences for Bicentennial Park Fields #1,#2, and #3. F1 will be used
by CHS Varsity Girls Softball. Bob Ledbetter said there is a need to bring some more bleachers
in and a better press box area. How the field area looks will be a selling point for guests who
come for tournaments. Kim and Bob agreed that the fences needed to be replaced soon as they
posed a safety concern.
Curtis Hawk mentioned that the ballfield fence replacements are included in the City's general
fund budget proposal that still needs to be approved by City Council. Bethann Scratchard made
a motion that the JUC recommend that the SPDC consider funding a new Carroll Middle School
parking lot, and replacement of fences on Fields #1,#2, and #3 if the City cannot fund through
the general fund, and to conserve the remaining non -committed funds from SPDC for a multi -use
recreational center. It was seconded by Judy Gilmore and approved unanimously.
Curtis Hawk asked whether the rodeo club in the High School is still a big thing. Is it something
we need to look at in the future? Doug Strickland and Judy Gilmore said that it really depends
on the sponsor and how much interest is generated. Curtis mentioned the possibility of looking
at an arena in the Bob Jones Park master plan. Judy Gilmore said that if you build a nice one,
it will generate a lot of use. There are not many available facilities in the Northeast Tarrant area.
Ted Gillum noted that as CISD builds schools, they want to continue dialogue with the City as
to the needs of a rec center, soccer fields, etc. He said CISD is discussing conceptual plans for
the 7/8/9th grade school and want to involve citizens and the City in the planning.
