CITY OF SOUTHLAKE JOINT UTILIZATION COMMITTEE Tuesday, January 9, 1996, 7:00 p.m. Minutes Members Present: Rick Wilhelm, Chairman; Warren Davis, School Board Representative; Bethann Scratchard, Park Board Representative; and Michael Richarme, City Council Representative. Others Present: Buddy Luce, Ex-Officio; Mike Murphy, Acting CISD Superintendent; Kim McAdams, Director of Parks and Recreation; and Kevin Hugman, Assistant to the City Manager. Agenda Item #1, Call to Order Chairman Rick Wilhelm called the meeting to order at 7:05 p.m. A quorum was present. Agenda Item #2 Approval of the December 12,1995 meeting Minutes (, A motion was made by Bethann Scratchard and seconded by Michael Richarme to approve the minutes as corrected. The vote was unanimous to approve. The minutes will be corrected to show: several minor language corrections on pages 1 and 2. Page 4, Agenda Item #4, the motion was seconded by Warren Davis. Agenda Item #3, Discussion - Update on Interlocal Agreement for Joint Elections The Interlocal Agreement for Joint Polling Location, which was approved by the JUC in December, was presented to City Council as a discussion item at the last meeting. The council was supportive of the agreement and the location of the election site at Johnson Elementary. The Agreement will go to the CISD Board for their consideration at their January 22 meeting and then to City Council the first meeting in February [which will be at the same time as the election order]. Aloha Payne, Election Judge, Sandy LeGrand, City Secretary, Kevin Hugman and Karen House visited Johnson Elementary -- everyone was satisfied with the layout and felt the cafeteria was suitable for the elections. Early voting will be held in the Office of City Secretary at the City of Southlake Administrative Offices on Westwood Drive [1725 E. Southlake Blvd.]. Election Day voting will be held at Johnson Elementary and "runoff' elections, if needed, would be held at City Hall. Press releases will be sent to the media to advertise the change in the election locations once the agreement is finalized. The reader board signs throughout the City and Channel 25 will also be utilized to inform citizens of polling sites. Election information can also be published in the different school district's newsletters. The Grapevine Sun published an article last week regarding joint use. The committee is interested in having a de -briefing of the election judges and anyone else involved in the elections, at the first JUC meeting after the May election date, to assess the project. Agenda Item #4, Future Joint Use Facilities This item is maintained on the agenda to allow the committee to address any issues brought forward. At the last meeting there were several items left "up in the air." They were issues pertaining to tennis and future plans by major developers. Regarding an athletic facility, Michael Richarme gave the committee an update on discussions he and the mayor had with two major landowners, Maguire Thomas Partners and Mobil Land Development. They talked about an integrated athletic facility which would include, in addition to soccer and football facilities, a tennis center. Maguire Thomas is currently working on this type of development and expects to make an announcement within the next two weeks. Mr. Richarme recommended having a meeting with the two developers and including several JUC members (school �w district and city staff) and possibly school athletic directors to brainstorm about what they would like the athletic complex to be. Mr. Richarme proposes that the JUC become a "working group" for both the School Board and the City Council to help flesh out some ideas regarding the athletic facility. Both developers are being talked to about an athletic facility. Also, there are discussions with the Dallas STARS again now that their ownership problems have been worked out -- they are eager to move forward. Mr. Richarme said that one aspect of the complex would be that the three different facilities [soccer, football and tennis] would be served by one parking lot. Mr. Richarme asked if any JUC members would be interested in participating in a brainstorming meeting. Buddy Luce expressed an interest. The Park Board also needs to be involved to coordinate efforts. The committee talked briefly about focus groups that will give input on the Park Master Plan, the plans for the acquired land in the West Beach area, equestrian trail on Corps of Engineers property, interest in accessing the Carroll High School library after hours by the community (a progress report will be given at the next JUC meeting), tennis courts at the high school (Mike Murphy will report at the next meeting on the feasibility of this project), the possibility of providing a low cost umbrella injury liability policy for Parks that can be shared by the user groups as opposed to individual groups having to provide their own policy to use a school facility (Kevin Hugman will report after getting the City Attorney's opinion), and the need for practice fields. These items will be discussed at the next JUC meeting. Mr. Richarme asked that the list of JUC projects previously generated by the committee be brought back at the next meeting to work on some action plans.
