Hawk, City Manager; Kim Lenoir, Parks and Recreation Director; Kathy Schaeffer, Recreation Supervisor Agenda Item # 1, Call to Order Rick Wilhelm called the meeting to order at 7:15 p.m. Agenda Item #2 Approval of MINUTES of the March 6, 1997 Meeting Bethann Scratchard moved to approve the minutes with no changes. Judy Gilmore seconded the motion. Minutes were approved (Rick Wilhelm abstaining since he was not present at the March 6 meeting). Agenda Item #3, Resolution Encouraging Design and Construction of Facilities which r., Enables Joint Use Rick Wilhelm explained the need for this resolution. He said that the intent is to keep joint use needs and access issues in the forefront of both the City and CISD planners as they plan new facilities. These needs would include such things as after-hours accessibility or restriction of access to other areas of the buildings, to restroom facilities, parking lots, etc. He reiterated that the resolution simply states that consideration should be given to design criteria which would enable joint use, it does not give any specific items or denote how they should be paid for. Buddy Luce questioned the need for this resolution since the City and CISD already have a joint use agreement. Rick explained that this resolution focuses one issue on one page so that CISD and the City would not forget joint use needs when planning facilities. Judy Gilmore said that she wants to make sure the resolution is not a binding agreement and that not all facilities would necessarily become joint use facilities. Some CISD facilities can not be joint use she said. The JUC agreed on rewording the resolution. Section 1 of the resolution was amended to change wording to effect that "consideration would be given to design and construction . . . " M:\WP-MES\JUC\MINUTES\97-0408.WPD Page 1 Section 3 of the resolution was amended to require the resolution be reviewed and adopted as a joint resolution of the City Council and Carroll ISD School Board of Trustees. Doug Strickland moved to approve the resolution with the changes noted; Bethann Scratchard seconded the motion. The resolution was approved 4-1, with Judy Gilmore voting "no. " (She would not vote "aye" until she sees the amended resolution brought forward to the Carroll ISD Board.) Agenda Item #4, Resolution Supporting Growth Which Enhances Sales Tax Revenues Gary Fawks questioned the need for this resolution. There was discussion regarding the reasoning for this resolution, but satisfatory language could not be agreed upon. Motion was made by Judy Gilmore to table the resolution; Bethann Scratchard seconding. The motion to table was approved 5-0. Agenda Item No. 5, Status of Joint Use Facilities Summer Schedule Kathy Schaeffer discussed the status of the summer schedule for joint use facilities. She also gave the JUC a break down of the recreation programs scheduled in the joint use facilities at Carroll Middle School gyms (old and new), Carroll Intermediate School, and Durham Elementary/Intermediate School, from the period October 1995 to May 1997. The summary .. (copy attached) showed that the City had used the facilities for a total of 4462 hours. The total available non -school hours for one gym (if the City were to have its own facility) would be 5525 hours. This results in an 80 % usage of joint use facilities when compared to total possible non -school hours with one gym owned by the City. Curtis Hawk explained that joint use of various facilities was a benefit to the City even though we have paid for only one gym. The usage of facilities will continue to be tracked and monitored by the City and JUC. Gary Fawks asked if the soccer fields at Durham were on the schedule. Curtis Hawk said that the site was not suitable for soccer fields due to drainage and possible springs. When the Kasper property develops, the Durham area may be made more useable. Agenda Item No. 6, Future Joint Use Facilities, Projects and Goals The concept of a Tax Increment Financing District was discussed by Curtis Hawk. The multi- use recreation complex would cost approximately $30-50 million. This would include a football stadium, recreation center/gymnasium, natatorium, and a tennis center. Curtis Hawk explained that the City Council will begin the process in public meetings beginning April 15. M:\WP-MESUUC\MINLTM\97-04-08.WPD Page 2 �%w At the previous JUC meeting, Bethann Scratchard had committed to finding cost information for a tennis center. She reported that a tennis center with 21 courts, would require 10 acres of land. Arlington spent $2.1 million for the first phase (12 courts and land) of their tennis complex. Hawk, City Manager FROM: Kim Lenoir, Director of Parks & Recreation SUBJECT: Joint -use Gym Usage Schedule for October 1995-May 1997 Attached is a break down of the recreation programs that have been scheduled and held in the joint - use facilities at Carroll Middle School New and Old Gym, Carroll Intermediate School, and Durham Elementary/Intermediate School. Below is a summary of the hours that we have used the facilities from October 1995 through May 1997: Carroll Middle School --New Gym Average Weekly Hours: 17.4 Total Hours: 1513 Carroll Middle School --Old Gym Average Weekly Hours: 5.5 Total Hours: 474.5 Carroll Intermediate School Average Weekly Hours: 4.3 Total Hours: 372 Durham Elementary/Intermediate School Average Weekly Hours: 24.2 Total Hours: 2102.5 The total available non -school hours for one gym from October 1995 to May 1997 has been calculated to be 5525 hours. The total hours to date that the City of Southlake has used CISD facilities equal 4462 hours. Therefore the City has only had 80% of available non -school time in the joint -use facilities to date ( 4462 divided by 5525 = 80%). Available hours were calculated as: School weeks M-F, 5pm to 1 1pm = 30 hours per week Weekends - Saturday, Sam to 1 Ipm & Sunday 12 noon to IOpm = 25 hours per weekend Summer Break - M-F, 8am to 1 Ipm = 75 hours per week Spring/Christmas Breaks, M-F, 8am to 1 Ipm = 75 hours per week Please feel free to call me if you have any questions at 481-5581 ext 757. r r Iis1 all`ia �l .t .
