Committee members present: Buddy Luce, Co -Chairperson; Members:
Jane Cousins, Janet Murphy, Bethann Scratchard and Ted Glowacki
(CISD); City Staff: Curtis Hawk, Shana Rice and Tom Elgin; Guest:
Micky O'Brien.
Agenda Item #1, Call to Order
Meeting called to order at 7:00 p.m. by Buddy Luce.
Agenda Item #2, Approval of November 9, 1993 Meeting MINUTES
Motion was made to approve the MINUTES of the November 9, 1993
meeting with corrections/additions made.
Agenda Item #3, Administrative Comments
The committee discussed options for joint use site for the
Playground Initiative. Chairman Luce said the Playground
Initiative should make their recommendations. The Playground
Initiative made their presentation at the Park Board meeting last
night and asked the Board to furnish a list of alternative sites.
The Park Board will present a list in January to the Playground
Initiative group. The Joint Use Committee discussed two possible
sites. Taking into consideration the parking requirements needed
for a playground site, Mr. Hawk, recommended the site be at the
Carroll Elementary school, since it would allow adequate parking on
the land. The Carroll Elementary school site would also involve
resolving the school's "access" problems. The other site was at
Bicentennial Park. Mr. Hawk mentioned that around the first of
January the Council will start looking at implementation of the
improvements at the Park and bond issuance for the capital
improvements. A gymnasium could be included in bond package.
Buddy Luce recommended that Janet Murphy (representing the Park
Board and Sales Tax committees), himself (rep for School Board and
Playground Initiative) and someone else from Playground Initiative,
either Larry Flynn, Kay Joester or Kosse Maykus address issue of
which site is recommended for the playground, in conjunction with
the school, if there are any issues related to liability and ADA,
etc.
Jane Cousins pointed out that if the playground was placed at the
B. Park, kids not involved in sports would have something to do.

Additional land will be acquired at the Bicentennial Park.
Placement of the playground at the Park could be in future park
land. Janet Murphy presented a diagram of the Park and showed the
Committee the spot where Pinto field is located and their
recommendation to flip the field and proposed Pinto site so that
the playground would have good access.
Agenda Item #8, Discussion: CISD and City Gymnasium
Curtis Hawk informed the group that he and Bill Branum had
discussed the immediate needs of the school for a new gym and that
this would be a good opportunity for a Joint Use project. A
"stand alone" gym could be built on school property at the Middle
School with the 1/2-cent revenue and could be used as a
recreational facility during non -school hours. Building the gym as
a Joint Use project would keep the community's tax burden down and
would be in keeping with what the voters were told would occur with
the passage of the 1/2-cent sales tax. The implications of the gym
being built by the Joint Use project would be that future gyms
could be handled the same way and this would result in the City
having recreational centers in strategic locations throughout the
city which could be utilized during non -school items. There needs
to be a recommendation to go to the Council to do this project.
The process to get this project to the Council is: JUC first, next
the School Board, and then take it to the Park Development
Corporation and have them make the recommendation to Council.
Buddy Luce indicated that the School Board would not have a problem
with the recommendation for the joint -use gymnasium if funding does
not depend upon School's tax base (funded by the 1/2 sales tax and
related bonds for all costs but "operational" costs). Project
would require CISD to sign a long-term, in excess of 20-year
renewable lease agreement (which equals bond maturity date) and
maintenance responsibilities shared per Joint Use Interlocal
Agreement. The School Board is presently concerned with spending
bond money on classrooms, therefore, with the need for a gym in the
community and school, this is the only feasible way to proceed with
this project.
Buddy Luce suggested that the improvements needed on the track at
the Middle School could also be included in the gymnasium project
package.
Bethann Scratchard made a motion that the Joint Use Committee make
a recommendation to the School Board and the Park Development Board
for the building of a gym at the Middle School site and
improvements to the track, as a Joint Utilization project. Motion
seconded by Janet Murphy. All in favor.

Agenda Item #4, Review status of JOINT USE AGREEMENTS - re: new
protects
Mr. Hawk informed the committee that the Agreement is back from the
attorneys. There are some concerns and cleanup language needed
which will be addressed with Buddy Luce and Rick Wilhelm.
Agenda Items #5 and #6, Discussion: Costs and Time Table for Ball
Field and Basketball Court Renovation at Intermediate School
Ted Glowacki presented a revised time table and budget to the
Committee. Cost will stay within the Budget.
Basketball Court
The basketball court cost will be approximately $18,000 - $21,000,
which is considerably higher than Committee's original estimate.
School district is having Jim Lancaster, consultant, write specs
for concrete. A major problem with the construction site is the
unstable ground. To resolve, contractor recommends a post -tension
(4w, foundation instead of rebar. Specifications are being written and
bids will go out as soon as possible.
The basketball court will be regulation size, 93' x 501; concrete
will be 118' x 701. Excavation work has been done at the
basketball court and base ball field sites by Leroy Pearce, a local
vendor. As per a recommendation earlier from Janet Murphy,
recycled concrete will be utilized for the bleachers.
Mr. Glowacki informed the committee of the status of the lighting
at the basketball court. He has received an estimate from a
contractor for $2,600, which includes installation, lights and
poles and lights are on order.
Baseball Field
Mr. Glowacki informed the committee the baseball field was budgeted
and approved for a cost of $27,652, but will be done for $22,325.
With this savings, and the savings with the lighting cost, it may
be that some of the things that were cut from the project may be
added back, such as, the water fountain by the basketball court.
Committee discussed hydromulching of the ballfield; it can be done
in February.

Agenda Item V , Discussion: Status of Security Gate at Middle
School
Mr. Glowacki reported that the security gate at the middle school
has been ordered and is expecting a 1-day installation time.
Agenda Item #9, Soccer and Baseball Practice Fields at New School
Micky O'Brien, representing the Grapevine-Southlake Soccer
Association, discussed the need for the school to identify where
the elementary school will stand on the property on Shady Oaks so
practice field locations can be determined. Grading work is
required to level the tract and will be done by community
volunteers. Committee understands that there will not be any grass
this Spring due to all the dirt work required. The first soccer
game is February 26 and baseball practice starts in March.
Therefore, Buddy Luce will ensure the location issue is on the next
School Board agenda and will subsequently inform the committee.
Next committee meeting will be held January 11, 1994.
