1993-11-09CITY OF SOUTHLAKE JOINT UTILIZATION COMMITTEE MEETING Tuesday, November 9, 1993, 7:00 p.m. MINUTES Committee members present: Rick Wilhelm, Co -Chairperson and Buddy Luce, Co -Chairperson; Members: Janet Murphy, Bethann Scratchard and Ted Glowacki (CISD); City Staff: Curtis Hawk and Tom Elgin. Agenda Item #1, Call to Order Meeting called to order at 7:00 p.m. by Rick Wilhelm. Agenda Item #2, Approval of October 13 Meeting MINUTES Motion was made to approve the MINUTES of the October 13, 1993 meeting with corrections/additions made. Agenda Item #3, Administrative Comments None Agenda Item #4, Joint Use Agreement Between COS and CISD for Approved Proiects Committee was briefed on the status of the Agreement (it is now with the Attorneys for finalization); items have been approved in the Budget. Agenda Item #5, Discussion: Status of CISD Efforts on Approved Proiects Timelines for renovation of Carroll Intermediate School basketball court and the athletic field were handed out to the Committee (copy attached). Ted Glowacki, CISD representative, discussed the basketball court surface. Mr. Glowacki said he had met with three contractors to date and should be getting written quotes within next few days. In regards to the basketball court, there was a discussion about concrete vs asphalt. Concrete is almost twice as expensive of asphalt which should be considered in view of budget. The Committee needs to make a decision as to which surface is best for City and CISD. After concrete or ashpalt approved, can proceed with other improvements. One estimate of the cost difference was Q., $1.75 per square foot for asphalt vs. $3.50-$4.00 sq. ft. for concrete. A regulation size court is 60' x 120'. Current use and future use does not warrant a regulation -size court. In fact, the fence measures at 118' length -wise which will mean the court will have to be reduced. Also, consideration needs to be made for benches along side of court. Rick Wilhelm asked what the cost would be to upgrade to a full-size facility and move the fence in order for the Committee to make a recommendation to the school and let the school make the decision. He also said we need an estimate of cost if the court is kept within the present location (inside of fence). Mr. Hawk said that there are not very many outdoor regulation -size courts. After cost is received, it may be that budget may need to be amended since special revenue funds are available. The Committee discussed the placement of goal posts on the court; post at each end, none in middle. Hoops will not be adjustable; permanent 10-feet. CISD will determine. Lighting estimates for the Basketball Court and Athletic Field - discussed and are within guidelines. Mr. Glowacki is working with Mike Monroe of Musco of North Texas and will present an estimate with printout of specifications within next few weeks. Will put out for bid after specs are received. Baseball Field - estimate from Leroy Pierce for re -leveling baseball field (tractor work only) is $300, which does not include dirt, topsoil which will be brought in for about $900. These prices are within the budgeted guidelines. Quotes will include demolition and removal of the existing. The committee discussed the timeline for the athletic field. The biggest cost will be the lights. CISD has already invested in reworking the electrical system to bring it up to code. Number one priority should be the gate at the middle school. Gate will have to be custom-made and will be a three-week turnaround. Scissor gate will be the best way @ $900-$1,200. Basketball will start January 1 so this must be in place right away. Mr. Glowacki will order by end of this week. Janet Murphy reported on an alternative to concrete or asphalt for the fitness trail. Someone recommended recycled concrete. Agenda Item #6, Discussion: Sales Tax Passage Application Mr. Hawk commented the one half of one percent sales tax will take effect in April, with the City receiving their first check in May. He said the Committee needs to start looking at improvements which will be funded by the tax, such as, permanent practice fields, new gyms, etc. Mr. Wilhelm said that the Committee could be part of the "idea generators" that will make recommendations to the Board. Agenda Item #7, Discussion: Future Joint Utilization Pro'lects Discussed recreational needs as well as the need for a maintenance facility to be used on a shared basis between the city and district.
