1993-09-14CITY OF SOUTHLARE JOINT UTILIZATION COMMITTEE MEETING Tuesday, September 14, 1993, 7:00 p.m. MINUTES Committee members present: Rick Wilhelm, Co -Chairperson and Buddy Luce, Co -Chairperson; Members: Steve Johnson, Jane Cousins, Janet Murphy, Steve Apple; City Staff: Shana Rice and Tom Elgin; Guest: Paula Reck, Andrea Johnson. Call to Order Meeting called to order at 7:10 p.m. by Rick Wilhelm. Joint Utilization Projects Discussion centered around the implementation of joint use projects. Rick Wilhelm updated the committee on action taken by City Council to include joint projects in the 1993-94 budget. The Committee discussed implementation strategies. The City will pay for improvements and CISD will handle the bidding process and oversee construction. Size, construction, timing and funding of the ballfield at the Intermediate School was discussed. Comments were made regarding the need to build a field to serve younger ball players; the use of grass vs. dirt in infield as cover since grass is already in place and does not blow away; project should start by December so as not to coincide with football games (Steve Johnson to research timelines, bids); curfew needed; installation of timer for lights at the fields. Rick Wilhelm recommended contacting attorneys about the transfer of funds from the City to the ISD. Shana Rice and Rick Wilhelm will handle this. He also suggested that the group should prepare an agreement which outlines all issues involved in developing a good joint use arrangement. The suggestion was made to prepare a draft of a generic agreement to which addendums for project specific items may be added. The next question to address was prioritization. Rick Wilhelm asked the committee if they wished to pursue all items simultaneously, or prioritize? Steve Johnson suggested that projects be scheduled according to the time of the demand for the facility. Joint Utilization Committee Meeting MINUTES September 14, 1993 Page 2 Buddy Luce suggested that the security gate at the middle school be the top priority. Steve Johnson agreed to look at timelines. Tom Elgin presented a draft layout of fitness trail which includes a 1/2 mile track. The number of stations to be included on the trail will be decided as projects develop. Liability issues were discussed (gravel may be required to "pad" falls, depending upon the workout station), and the Committee agreed that stations will include apparatus for both adults and youth. The width of track would depend upon needs (8' would allow wheel traffic). It was noted that part of fitness trail lies on Church property, an easement may be necessary. A rough cost estimate of the project is $40,000, part which may be funded through grants from Texas Park and Wildlife Division. Shana and Janet will look at grant application to see if this project may be eligible for grant funding. Jane Cousins reported on the work being done to develop the pond as a nature area (learning center) near the trail. A grant from Fort Worth Star Telegram for $500 will be used to develop this. Other Items Discussed Possible ways to get support for the 1/2-cent sales tax was discussed. The Committee suggested making a presentation to Parent Teachers Organization meeting on October 11. Also, publicity flyers could be included in football game programs/bank statements. Next Joint Utilization Committee meeting will be held October 13, 1993 at 7:00 p.m. in the Community Building at Bicentennial Park.
