Call to order Board President Martin Schelling called the meeting to order at 6:00 p.m. 2. Consider approving the minutes from the February 22, 2022 Community Enhancement and Development Corporation meeting A motion was made to approve the minutes from the February 22, 2022 meeting. Motion: Wang Second: Kolb Ayes: Schelling, Sturtevant, Pazera, Mundlin, Wang, Kolb Nays: None Abstain: None Vote: 6-0-0 Motion Carried —APPROVED March 22, 2022 CEDC Minutes 3. Consider the selection of Board officers A motion was made to nominate Board officers: Martin Schelling as President, Mike Pazera as Vice President, Craig Sturtevant as Secretary, and Sharen Jackson as Treasurer. Motion: Mundlin Second: Kolb Ayes: Schelling, Sturtevant, Pazera, Wang, Mundlin, Kolb Nays: None Abstain: None Vote: 6-0-0 Motion Carried —APPROVED 4. Review Citizen Satisfaction Survey Results Management Assistant Bora Sulollari provided the Board a presentation on the results of the 2021 Citizen Satisfaction Survey. She discussed the City's performance at meeting the needs of the residents and the verbatim responses indicating that the City's growth is one of the most important issues facing Southlake. She also noted the City's efforts should be focused on maintaining high quality services and addressing the City's gap issues as they relate to managing traffic congestion, providing pedestrian pathways and responding to code enforcement inquiries. 5. Economic Development a. Consider a recommendation to City Council to reauthorize the City's tax abatement policy Director of Economic Development & Tourism Daniel Cortez provided the Board a brief overview of the need to reauthorize the City's tax abatement policy, he made the following observations: • There are no changes being made to the policy. • There are currently two active agreements with tax abatements: TD Ameritrade and Varispace. Each year the tax abatement amount is dependent on their performance, and it is possible for the business to receive no abatement. As part of their agreements, they are required to meet specific performance measures. The City works with the businesses to ensure these measures are met. 2 March 22, 2022 CEDC Minutes A motion was made to approve the recommendation that City Council reauthorize the tax abatement policy. The Marq Southlake financial highlights and membership sales report Chief Financial Officer Sharen Jackson provided information about Champions Club membership trends and revenue. She informed the Board that the City is trending above 87% cost recovery as of the date of the meeting with a target of 65% for the year. She noted that Champions Club revenue for February 2022 increased 53% over the prior year at the same time due to membership increases. The month of February saw a new high for memberships at 2,679. She also mentioned that Legends Hall is also performing well and is already booked for every Saturday in December of this year. ii. Sales Tax Report Chief Financial Officer Sharen Jackson presented the Board with the most recent sales tax data. She noted that the fiscal year-to-date sales tax collections for the City are trending favorably and for January increased roughly 27.5% above the previous year's sales tax collections and just under 18% above 2020 collections. She noted that we are currently $672,000 above what was projected for collection for the year. b. Economic and development activity report Director of Economic Development & Tourism Daniel Cortez provided an update on the opening of EVO Entertainment, the upcoming Celebrate Southlake event being held March 25th and 26th, and the launch of the 2022 Business Climate Survey. 7.
