Ralph Evans, Vice -President. Members: Gary Fickes, Janet iklurphy, Sally Hall. MEMBERS ABSENT: STAFF PRESENT: Curtis E.Hawk, City Manager; Kim McAdams Lenoir, Director of Parks and Recreation Department; Sandra L. LeGrand, City Secretary. Agenda Item #I. Call to Order Chairman David Yelton called the meeting to order at 6:05 p.m. A quorum was present. Agenda Item #2, Approval of the Minutes The Minutes of the April 15, 1996 meeting were approved as presented. Agenda Item U. Consider: Funding for Wide Outside Lane of Bicycle Routes Kim Lenoir, Director of Parks and Recreation, presented this item from the Park Board for the SPDC consideration. Ms. Lenoir explained why the Park Board is requesting that SPDC consider paying for the extra two feet of pavement needed on Kirkwood Blvd. to develop the on -road bike route outlined on the Southlake City Trail System Master Plan (memo attached). Kirkwood Boulevard was one of the first roads constructed after the .Hike and Bike Trail Master Plan was approved. The construction plans were designed before the Hike and Bike Master Plan was implemented and did not include the two feet extra width on the road. The cost to construct the extra pavement is about $20,800 for the first phase, which is about % mile north from Dove Road. Lenoir explained that to go both north and south, about 12,000 linear feet, would cost about $96,000 over a 2-3 year project. She handed out a memo (attached) from Tom Elgin, Planner, who addressed traffic use issues. Mr. Elgin's memo indicates that since the ultimate traffic volume is projected to be less than half the design capacity, Kirkwood Boulevard should be "under utilized" and, therefore, be able to accommodate bicycle traffic without widening the outside lanes. Janet Murphy, Park Board representative, commented that at the Council meeting, the developer said they were putting in a off -road six-foot wide concrete trail that runs along the side of Kirkwood Boulevard. Ms. Murphy said she believes that a six-foot wide track is the appropriate size to handle pedestrian traffic. She said she did not think that width would be adequate for both pedestrian and aw bicycles. Ms. Lenoir talked about the difference between off -road and on -road pedestrian traffic. A Southlake Park Development Corporation Meeting May 20, 1996 Page 2 Mr. Hawk, City Manager, stressed that SPDC consider the commitments that have already been made -- West Beach, other trails, gymnasium, Bicentennial Park. He pointed out that as Mr. Elgin had stated in his memo, Kirkwood will not be heavily traveled. Mr. Hawk said one important factor to consider is that the City is not sure that the State will fund the additional land purchase in West Beach. He feel there are a lot of large dollar items we are already committed to and if the SPDC commits to this project, we may be over -committed. Mr. Hawk mentioned the tennis facility is a high priority for a lot of people, as is soccer fields and baseball practice fields. He stressed the need to list the projects and prioritize them. These projects need to be planned and worked through budget. Gary Fickes, Mayor, suggested it might be cheaper to do the off -road trail than to enlarge the on - road track. David Yelton reminded the committee of the strong commitments we have to Durham Elementary School. Curtis Hawk made comments about the funding of Durham by the end of August budget. Gary Fickes made a motion to table for approximately 60 days so that more information can be obtained. Sally Hall seconded the motion. If staff can determine that the City canfund this, bring back in 30 days. The committee voted 5-0 to table. Agenda Item #4, Discussion: Master Plan Designs of Bicentennial Park and Bob Jones Park Kim Lenoir explained the 1998 Master Plan for Bicentennial Park and the Master Plan for Bob Jones Park. She said the plans will be presented at the Park Board meeting in June. Then they will be brought before the SPDC in July with the phasing plan and costs. I have some information for you on IGrkwood Boulevard as we previously discussed. Sorry that I took so long in responding. I spoke with Larry Hoffman of Lee Engineering, our consultant on the thoroughfare plan update. Following is a summary of our discussion. The ultimate traffic projections for IGrkwood indicate approximately 5000 to 7000 vehicles per day. At the acceptable level of congestion (level of service 'D) that was used in the traffic projection model, and as was used in the past models. a four -lane divided thoroughfare will carry 18.850 to 23.200 vehicles per day. Since the ultimate traffic volume is projected to be less than half the design capacity, Kirkwood Boulevard should be -under utilized," and, therefore, Kirkwood should be able to accommodate bicycle traffic without widening the outside lanes. The concern for bicycle use is car traffic during the peak traffic hours. Kirkwood will be heavily traveled for a couple of hours in the morning and evening Monday through Friday.
